Abstract

تتكون آلیات الرقابة البرلمانیة من مجموعة من الإجراءات التي تسمح ، في السیاق التشریعي والدستوري المعمول به ، للبرلمان بممارسة دوره في السیطرة على الحكومة ؛ هذا هو السبب في أن هذا النوع من الرقابة ضروري لتأكید حمایة شرعیة السلطة التنفیذیة من أجل حمایة المصالح العامة والعلیا للدولة والمجتمع. وبناءا على ذلك فإن السلطة التشریعیة تملك عدة آلیات لممارسة وظیفتها الرقابیة على أعمال الحكومة، وعلى الرغم من تعدد هذه الآلیات كالسؤال والاستجواب والتحقیق، إلا أننا تطرقنا الى آلیة الاستجواب التي تعتبر من أهم الآلیات الرقابیة على أعمال الحكومة، والتي یستعملها أعضاء البرلمان لجذب المعلومات حول موضوع معین، وهو یتضمن نقد واتهام الحكومة، أو أحد أعضائها من الوزراء عن تصرف من التصرفات، ویعني ذلك المحاسبة.

Résumé Parliamentary oversight mechanisms consist of a set of procedures that, within the applicable legislative and constitutional context, allow Parliament to exercise its oversight role over the government; Therefore, this type of oversight is necessary to ensure the protection of the legitimacy of the executive authority in order to protect the public and the higher interests of the state and society. Accordingly, the legislative authority has several mechanisms to exercise its oversight function over the work of the government, and despite the multiplicity of these mechanisms such as interrogation, interrogation, and investigation, we have discussed the interrogation mechanism, which is one of the most important oversight mechanisms over the government’s work, which is used by members of parliament to extract information on a specific issue, which includes criticism and accusation of the government, Or any of its members of the ministers to act behaviorally, and that means accountability. 59
