Abstract

تطرقنا في هذه المذكرة إلى آليات إدارة المرافق العامة في الجزائر حيث اعتمد المشرع الجزائري على نوعين من الطرق لإدارة المرافق العامة ، يتمثل النوع الأول في الطرق العامة لإدارة المرافق العامة والذي يعتمد على اسلوبين هما اسلوب الاستغلال المباشر وأسلوب المؤسسات العامة ، أما النوع الثاني فيتمثل الطرق الخاصة لإدارة المرافق العامة والذي يعتمد على مجموعة من الأساليب أهمها عقد الامتياز وعقد ايجار المرفق العام والوكالة المحفزة وأخيرا عقد التسيير. الكلمات المفتاحية : المرافق العامة ، عقد الامتياز ، الإدارة ، الطرق ، العقد .

In this note, we touched on the mechanisms of managing public utilities in Algeria, where the Algerian legislator relied on two types of methods for managing public utilities. The first type is represented in the general methods of managing public utilities, which depends on two methods: the method of direct exploitation and the method of public institutions, while the second type is the private methods For the management of public utilities, which depends on a set of methods, the most important of which are the concession contract, the public utility lease contract, the stimulating agency, and finally the management contract.
