المنظمات الدولية غير الحكومية وتأثيرها على سيادة الدول

Abstract

إن نهاية الحرب الباردة أدت إلى تكوين ظرف جديد أصبح فيه الفرد أهم من الدولة ، و صعود النزعة الإنسانية أي أن مبدأ علو الفرد على الدولة تغلب على مبدأ السيادة . و تغيرت الفواعل أيضا ، إذ ظهرت إلى جانب الدول فواعل جديدة أصبحت تسهر على احت ا رم حقوق الإنسان ، فلم تبقى الدولة الفاعل الوحيد و مركز اهتمام التحليل في العلاقات الدولية ، بل أصبحت المنظمات الدولية غير الحكومية شركاؤها بصفة دائمة في تحقيق الأمن الإنساني . إلا أن الدولة لم تنتهي بشكل نهائي ، بل ما ا زلت تلعب دور هام في العلاقات الدولية ، و تتحكم في مجتمعاتها و تضع القوانين و التشريعات و اللوائح الداخلية ، و كذلك لها دور هام في حماية اقتصادها الوطني و رعاية مصالح مواطنيها .

The end of the Cold War led to the creation of a new situation in which the individual is more important than the state , and the rise of humanism , that is , the principle of the superiority of the individual over the state overcomes the principle of sovereignty . In addition to the state , new acts that ensure respect for human rights , and the state does not remain the only actor and center of attention for analysis in international relation , and international non-governmental organization have become its permanent partners to achieve human security . However , the state has not ended definitively , but it continues play an important role in international relations , controls their societies , establishes domestic laws , legislation and regulation , and plays an important role in protecting their national economy and the interests of their citizens .
