الاصلاح المالي للجماعات الاقليمية في الجزائر

Abstract

شهدت الجماعات الإقليمية جملة من الإصلاحات في مختلف المجالات، خصصنا منها في دراستنا الإصلاحات المالية والإدارية والتي تهدف إلى تطوير منظومة الجماعات الإقليمية، وعلى الرغم من أهمية هذه الإصلاحات إلا انها تبقى تعاني من عراقيل ومشاكل تحول دون أداء الغرض المطلوب منها. لذا يجب إعادة النظر في هذه الإصلاحات من أجل استيعاب النقص الموجود فيها، والرفع من فعالية وكفاءة الجماعات الإقليمية، ومن أجل الوصول إلى طرق مثلى لتسيير وإدارة الجماعات الإقليمية. الكلمات المفتاحية: الجماعات الإقليمية – الإصلاحات المالية والإدارية – الفساد المالي والإداري

The summary is in English Regional groups have witnessed a number of reforms in various fields, of which we devoted in our study financial and administrative reforms, which aim to develop the regional community system, and despite the importance of these reforms, they still suffer from obstacles and problems that prevent them from fulfilling their intended purpose. Therefore, these reforms must be reconsidered in order to accommodate the deficiencies present in them, to increase the effectiveness and efficiency of regional groups, and to find optimal ways of managing regional groups.
