Abstract

ract: This study aims to examine the concept of humanitarian relief and to identify the legal and institutional framework governing it, while highlighting the major challenges facing humanitarian action in areas affected by armed conflicts. It also seeks to analyze the reality of humanitarian relief in the Gaza Strip through examining the humanitarian consequences of war and identifying the main obstacles that hinder the delivery of humanitarian assistance to affected populations. The study adopted the descriptive-analytical method by analyzing the legal and humanitarian concepts related to humanitarian relief and examining the various challenges facing humanitarian operations. In addition, the case study approach was employed to analyze the reality of humanitarian relief efforts in the Gaza Strip. The findings revealed that humanitarian relief constitutes a fundamental pillar for the protection of civilians during armed conflicts. However, humanitarian operations face numerous challenges, including security constraints, difficulties in accessing affected populations, inadequate funding, and the politicization of humanitarian aid. The study also demonstrated that the Gaza Strip is experiencing a worsening humanitarian crisis due to war and blockade, which has led the population to rely heavily on international humanitarian assistance to meet their basic needs.
