Abstract

This paper examines the impact of digital transformation and social media on the principle of administrative neutrality. This principle, linked to legality and equality, ensures the impartiality of public administration and relies on duties such as discretion and loyalty. With the rise of digital administration, new challenges have emerged due to social media use and the overlap between personal and professional life of public employees. The study concludes that the digital environment can weaken administrative neutrality, requiring updated laws and digital codes of conduct to balance neutrality and freedom of expression
