الخطاب الإعلامي وصناعة الرأي العام في الأزمات السياسية والدولية " تحليل خطاب عمار بن جامع( ممثل الجزائر الدائم لدى الأمم المتحدة) حول القضية الفلسطينية بمجلس الأمن في إطار دعم الجزائر لقضايا التحرر"

Abstract

تتناول هذه الدراسة موضوع الخطاب الإعلامي وصناعة الرأي العام في الأزمات السياسية والدولية، وعنوانها الكامل:"الخطاب الإعلامي وصناعة الرأي العام في الأزمات السياسية والدولية: تحليل خطاب عمار بن جامع حول القضية الفلسطينية في مجلس الأمن في إطار دعم الجزائر لقضايا التحرر"، وقد تشكلت وبنيت الدراسة على فصلين نظريين يخوضان في أهم المفاهيم والمتغيرات المتعلقة بالموضوع، تضمنت سبعة مباحث ،موزعة على خمسة عشر مطلبا، حيث خصص الفصل الأول لمفاهيم الخطاب الإعلامي وأسسه وخصائصه ووظائفه ، بينما تطرقت في الفصل الثاني إلى الخطاب الإعلامي وعلاقته بالرأي العام ، ومفاهيم الرأي العام والأزمات السياسية والدولية واستراتيجيات الخطاب الإعلامي في توجيه الرأي العام وحدود تأثيره عليه. أما فيما يخص الجانب التطبيقي فتمثل في تحليل عينة من خطابات للمندوب الجزائري الدائم لدى الأمم المتحدة "عمار بن جامع" ، ألقيت خلال الفترة ما بين 2024-2025 بمجلس الأمن ، وذلك باستخدام أدوات تحليل الخطاب من أطروحات وسياق ومعنى كامن وقوى فاعلة ومسارات برهنة ، أظهر التحليل أن الخطاب الجزائري اعتمد على أطروحة مركزية مفادها فشل مجلس الأمن في حماية الشعب الفلسطيني من وحشية الكيان الصهيوني واستمراره في انتهاكاته بحق الغزاويين ، مع أطروحات فرعية تطالب بوقف إطلاق النار ومنح فلسطين العضوية الكاملة ، ومحاسبة إسرائيل وكشف تحليل المعاني الكامنة عن اتهامات ضمنية للولايات المتحدة الأمريكية باستخدام حق الفيتو وتحويل القضية إلى معركة وجودية وأخلاقية، كما وظف الخطاب مسارات برهنة متعددة: بالواقع الميداني ، والتاريخ، والإلزام الأخلاقي والقانون الدولي، وخلصت الدراسة إلى ان تأثير هذا الخطاب اصطدم بازدواجية المعايير الدولية وهيكل القوة في مجلس الأمن ، لكنه نجح في تعزيز الوعي بالقضية على عديد المستويات ، مبرز الجزائر كصوت أخلاقي نضالي يدافع عن قضايا التحرر.

Study Summary This study addresses the topic of media discourse and the shaping of public opinion in political and international crises. Its full title is : « Media Discourse and the Shaping of Public Opinion in Political and International Crises : An Analysis of Amar Ben Jemaa’s Discourse on the Palestinian Issue at the Security Council within the Framework of Algeria’s Support for Liberation Movements. » The study is structured into two theoretical chapters that delve into the most important concepts and variables relate to the topic. It comprises seven sections, divided into fifteen points. The first chapter is dedicated to the concepts, foundations, characteristics, and functions of media discourse, while the second chapter addresses media discourse and its Relationship to public opinion, the concepts of public opinion and political and international crises, media discourse strategies in shaping public opinion, and the limits of its influence. As for the practical aspect, tw as represented in the analysis of a sample of speeches by the Algerian Permanent Representative to the United Nations, Amar Benjamaa, delivered during the period between 2024-2025 at the Security Council, using discourse analysis tools such as theses, context, latent meaning, active forces, and argumentation paths. The analysis showed that the Algerian discourse relied on a central thesis, which is the failure of the Security Council to protect the Palestinian people from the brutality of the Zionist entity and its continued violations against the Gazans, with sub-theses demanding a ceasefire, granting Palestine full membership, and holding Israel accountable. The analysis of latent meanings revealed implicit accusations against the United States of America for using the veto power and turning the issue into an existential and moral battle. The discourse also employed multiple argumentation paths : the reality on the ground, history, moral obligation, and international law. The study concluded that the impact of this discourse clashed with the double standards of international law and the power structure in the Security Council, but it succeeded in raising awareness of the issue on many levels, highlighting Algeria as a moral and militant voice defending liberation causes.
