تأثير الشركات العسكرية والأمنية الخاصة في العلاقات الدولية بعد الحرب الباردة

Abstract

منذ بداية تسعينيات القرن الماضي أصبح هناك تحول عالمي في الطريقة التي توفر بها الدولة الأمن كما بات يتزايد منح عقود مهام الأمن العام التقليدي إلى الشركات العسكرية والأمنية الخاصة. بالرغم من ظهورها خلال الحرب العالمية الثانية حفزت التغيرات الجيوسياسية وإعادة هيكلة العديد من قوات الدول بعد الحرب الباردة نموا سريعا للشركات العسكرية والأمنية الخاصة، لم تعد الدول وحدها هي التي تلجأ لخدماتها، كذلك المنظمات الدولية (الأمم المتحدة ONU، حلف الناتو NATO الخ) و المنظمات غير الحكومية والشركات الخاصة بات نطاق الخدمات التي تقدمها تلك الشركات متنوعا على نحو متزايد ويشمل حراسة الشخصية وحراسة المنشآت ومكافحة القرصنة والدعم اللوجيستي والدعم العملياتي والتدريب وتقديم المشورة لأفراد القوات الأمن العام، وحتى المشاركة المباشرة في العمليات العسكرية . إن طبيعة قطاع الأمن والجيوش الخاصة ودورها الدقيق لا يزال غير واضحين في أغلب الأحيان وفي كثير من الحالات باتت آليات التشريع والرقابة ذات الصلة بالية ولا تتماشى مع التطور. هذه الدراسة ركزت على نشأة وتطور الشركات العسكرية والأمنية والخاصة وعوامل هذا التطور وكذلك مهامها ومجالات عملها وإطارها القانوني والآثار المترتبة عنها.

Since the early 1990 s There has been a worldwide shift in the security, traditional security functions are increasingly being contracted out to private military companies Although PMSCs appeared during world war 2 geopolitical changes and the restricting of many countries armed forces following the end of the cold war have spurred rapid growth of privateMilitary and security companies, states are not the only ones that call for their services, ALSO International organizations (ONU, NATO, …ect), and Nom governmental organizations and private companies, The scope of services that (PMSCs) provide is increasingly diverse, it includes guarding people and facilities, counter – piracy, logistic support and, operational support, training and advising members of public security forces, and even direct participation in military operations. The nature and exact role of the private military and security industry remains unclear in many cases, relevant legislation and oversight mechanisms are out dated, this study focused on the start and the development of (PMSCs) and the factors of this development as well as its functions and areas of works and its effects.
