الديمقراطية التشاركية و صناعة القرار المحلي في الجزائر

Abstract

تهدف هذه الدراسة الى تسليط الضوء على موضوع الديمقراطية التشاركية ودورها في دعم وتكريس التنمية المحلية، حيث تكتسي اهمية واهتمام بالغ من طرف الدول كونها تنعكس نتائجها مباشرة على المواطن، وظهرت كألية جديدة ترتكز على المشاركة في التسيير المحلي وقاعدة اساسية لمساهمة الفاعلين المحليين في التنمية المحلية. وبناءا عليه عمدت الجزائر الى انتهاج مسار الديمقراطية التشاركية باعتبارها ألية تضمن تكريس التنمية المحلية بعد الاصلاحات السياسية سنة 2011، وهو ما أكده التعديل الدستوري سنة2016 من خلال دعم الحكومة الجزائرية لهذا التوجه باعتباره توجه حديث النشأة في التجربة الجزائرية، كما تعمل على ترقية الديمقراطية التشاركية التي تهدف الى توسيع دائرة المشاركة في صنع القرار المحلي ومتابعة ومراقبة البرامج والمشاريع التنموية. وعليه يمكن القول أن الديمقراطية التشاركية تساهم بشكل كبير اذا توفرت الأطر القانونية والقنوات التي تساعد في عملية الاتصال بالاضافة الى الاليات التي تمكن مشاركة المواطن والفاعليين المحليين عن طريق مشاركة فعلية تساهم في الدفع بعجلة التنمية المحلية. الكلمات المفتاحية: الديمقراطية التشاركية، التنمية المحلية، المشاركة، المواطن، الفاعلين المحليين، صنع القرار المحلي. Abstract: This study aime to set light on atopic about partcipative democracy and to reinforce and impliment local development therfor it has a great importante in both devloped and undevloped countres because of its derect ampact on peopole. This has emeged as a way to participate in local managment and participol pasis for actors in local devlopment. So algeria adhered in this dimocratic process for it is a meanc in politicol reforms and concreticises local devlopment since the year 2011 which the costitution of 2016 contains. This nwe concention in the algerian experience promotes partipative democracy and enlarges participatin un local decision making. Follows up and oversees plan andn program development. Thus one can say that participative democracy contributes to a great extent if lawful status are avaible but also channel that assist communication and the tools wich make people local actors really participate in promoting local devlope,ent.
