Abstract

التحول نحو المدن الذكية لم يعد مجرد توجه تقني، بل أصبح ضرورة استراتيجية تفرضها متطلبات الاستدامة الحضرية وتعقيدات إدارة المدن الحديثة. تقوم المدينة الذكية على دمج التقنيات الرقمية، وعلى رأسها إنترنت الأشياء والذكاء الاصطناعي والبيانات الضخمة والتوأمة الرقمية، بهدف تحسين الخدمات، ورفع الكفاءة التشغيلية، وتعزيز جودة الحياة، وتمكين الإدارة الحضرية من اتخاذ قرارات أكثر دقة واستباقية. كما أصبحت البيانات عنصراً أساسياً في فهم المشكلات الحضرية والتعامل معها في الزمن الفعلي، بدل الاكتفاء بالحلول التقليدية التي تتدخل بعد وقوع الخلل. وترتبط المرونة الحضرية بقدرة المدينة على التكيف مع المخاطر والصدمات، خاصة في ظل التغيرات المناخية والتوسع العمراني السريع. وفي هذا السياق، تُعد الجريان السطحي، ولا سيما الناتجة عن انسداد شبكات صرف مياه الامطار والبالوعات، من أخطر التحديات التي تواجه المدن الحديثة، لأنها لا تنتج فقط عن غزارة التساقطات، بل أيضاً عن قدم البنية التحتية، وضعف الصيانة، وغياب الرصد المبكر. وينعكس ذلك في أضرار مباشرة تمس البنية التحتية، وحركة المرور، والمنشآت، إلى جانب الخسائر المادية والبيئية التي تتفاقم مع كل حادثة. وفي المقابل، تبرز أهمية التقنيات الحديثة مثل شبكات الاستشعار الذكية، ونظم المعلومات الجغرافية، والتوأمة الرقمية، والذكاء الاصطناعي في الحد من هذه المخاطر. فهذه الأدوات تسمح بجمع البيانات وتحليلها مكانياً وزمانياً، ورسم خرائط للنقاط الحرجة، ومحاكاة سلوك الشبكات، ثم تحويل المعطيات إلى قرارات عملية تدعم الإنذار المبكر والصيانة التنبؤية. وتزداد قيمة هذه التقنيات عندما تُدمج ضمن منظومة واحدة متكاملة، لأنها ترفع من فعالية الاستجابة وتقلل من التدخل بعد وقوع الضرر. ومن هذا المنطلق، يكتسب نظام HydroLink أهميته باعتباره تصوراً عملياً لمنظومة ذكية قادرة على رصد مؤشرات انسداد البالوعات في الزمن الحقيقي، وتحليل البيانات، وإرسال تنبيهات مبكرة، بما يساعد على الانتقال من منطق التدخل التفاعلي إلى منطق الصيانة الاستباقية، ويعزز قدرة المدن على الحد من المخاطر وتحسين استدامة شبكاتها الحضرية.
The transition toward smart cities is no longer a mere technical direction; it has become a strategic necessity imposed by the requirements of urban sustainability and the complexity of managing modern cities. The smart city is based on the integration of digital technologies, especially the Internet of Things, artificial intelligence, big data, and the digital twin, with the aim of improving services, increasing operational efficiency, enhancing quality of life, and enabling urban administration to make more accurate and more proactive decisions. Data have also become an essential element in understanding urban problems and dealing with them in real time, instead of relying solely on traditional solutions that intervene only after a malfunction occurs. Urban resilience is linked to the city’s ability to adapt to risks and shocks, especially in the context of climate change and rapid urban expansion. In this framework, urban flooding, particularly that resulting from the obstruction of drainage networks and storm drains, is one of the most serious challenges facing modern cities, since it is caused not only by heavy rainfall, but also by the aging of infrastructure, the lack of maintenance, and the absence of early detection. This results in direct damage to infrastructure, road traffic, and buildings, in addition to material and environmental losses that worsen with each incident. On the other hand, the importance of modern technologies such as intelligent sensor networks, geographic information systems, the digital twin, and artificial intelligence lies in their contribution to reducing these risks. These tools make it possible to collect and analyze data in space and time, map critical points, simulate network behavior, and then transform the data into practical decisions that support early warning and predictive maintenance. The value of these technologies increases when they are integrated into a single coherent system, because they strengthen response effectiveness and reduce intervention after damage has occurred. From this perspective, the HydroLink system takes on its full importance as a practical and intelligent solution capable of detecting, in real time, the indicators of storm drain obstruction, analyzing the data, and sending early alerts. It thus makes it possible to move from a reactive intervention logic to a preventive maintenance logic, while strengthening cities’ ability to limit risks and improve the sustainability of their urban networks.
