الإصلاح الإداري لنظام البلدية في الجزائر دراسة في قانون البلدية 11-10

Abstract

الملخص: تناولت هذه الدراسة موضوع الإصلاح الإداري لنظام البلدية في الجزائر وهذا على ضوء القانون الجديد11-10. وبغرض الإجابة على الإشكال المطروح والمتمثل في:كيف ساهم الإصلاح الإداري لنظام البلدية على ضوء القانون 11-10 في تعزيز لامركزية واستقلالية البلدية في الجزائر، فقد تضمنت هذه الدراسة بداية الجوانب المعرفية المفاهيمية لكل من الإصلاح الإداري والجماعات المحلية. بالإضافة إلى التطرق إلى تنظيم و تسيير هيئة البلدية في ظل التشريع الجديد، وأخيرا تطرقنا إلى واقع الإصلاح الإداري لنظام البلدية في ظل تطبيق القانون 11-10 واهم المشاكل التي تعيق نجاح هذا الأخير. ا This study tackled the subject of administration reform of the municipal system in Algeria under the 11- 10 law. In order to answer this posed problem that is: How the administrative reform contributed to the municipal system in Algeria which is guaranteed by the 11 – 10 in reinforcing decentralization and independency of municipal organism inAlgeria ? . This study included the beginning of conceptual knowledge aspects of both administrative reform and local collectivities. In addition to organizing and managing the municipal authority under a new legislation. Finally, we tackled the reality of administrative reform to municipal system under the implementation of 11 – 10 law, and the main problems hindering the success of this latter.
