Abstract
This study examines the renewal of administrative control mechanisms over
public services in light of citizens' digital participation. The study analyses the
profound impact of the digital revolution on administrative oversight, tracing the
evolution of the citizen's role from passive service recipient to active partner in
institutional oversight. Chapter One provides a thorough legal and constitutional
analysis of administrative control over public services, its traditional mechanisms
and structural limitations, and explores the concept of digital participation and the
digital citizen's role. Chapter Two examines the manifestations of renewed
administrative oversight in the digital sphere, the legal and institutional challenges
facing participatory digital oversight, and proposes a comprehensive set of legal
guarantees for its full institutionalization. The study concludes that digital
participation represents a genuine qualitative addition to administrative oversight,
but its full realization requires comprehensive legislative reform and inclusive
digital infrastructure.
