Abstract

تهدف هذه الدراسة إلى تبيان انعكاسات الإصلاح القانوني على تنمية المورد البشري داخل الإدارة المحلية الجزائرية وذلك من خلال أهم القوانين والتشريعات التي جاء بها المشرع الجزائري، ويتضح لنا من خلال الدراسة أن أهم عنصر داخل الإدارة المحلية هو المورد البشري باعتباره المحرك الرئيسي لتقديم الخدمات للمواطنين بصورة جيدة وفعالة، الأمر الذي أدى إلى زيادة الإهتمام به من خلال التدريب الجيد والتحفيز وتقييم الأداء، إلا أنه وجدنا أن هناك غياب لتنمية الموارد البشرية داخل الإدارة المحلية الجزائرية والإهتمام بالجانب الشكل للمؤسسات الإدارة المحلية، هذا ما أدى إلى ضعفها وعدم التماشي مع التطورات الحاصلة.

This study aims to show the implications of legal reform on the development of the human resource within the Algerian local administration through the most important laws and legislations introduced by the Algerian legislator. It is clear to us through the study that the most important element within the local administration is the human resource as the main engine for providing good services to citizens And effective, which led to increased interest in it through good training, motivation and performance evaluation. However, we found that there is a lack of human resources development within the Algerian local administration and attention to the form of local management institutions, To weakness and keep pace with developments.
