Abstract

من خلال دراستنا لهذا الموضوع يتضح لنا أن المشرع الجزائري قد أولى اهتماما كبيرا لمسألة التهيئة العمرانية، وذلك من خلال تحديده لعدة آليات لتنظيم المجال، ويظهر ذلك من خلال فرض الرخص والشهادات وتقييدها بجملة من الإجراءات فهو يهدف من وراء ذلك إلى ضمان احترام قواعد التهيئة والتعمير ومراقبة النشاطات العمرانية، كما تهدف الرخص الإدارية إلى الحفاظ على النظام العام العمراني وجمال الرونق، فهي كلها تدخل ضمن عناصر النظام العام. الكلمات المفتاحية:المشرع، التهيئة العمرانية، الرخص، الشهادات، النشاطات العمرانية، النظام العام.
