المحليات في الجزائر بين رهانات الحوكمة الرشيدة وتحديات التمويل المحلي

Abstract

إن التطور الحديث الذي شهدته معظم المجتمعات أدى على تزايد حجم المطالب و الضغوطات على الدولة، مما أدى بالعديد من الدول إلى محاولة تطبيق أسلوب الحكم الديمقراطي وتجسيد الحكم الراشد من أجل تحقيق الفاعلية في الشؤون العامة، حيث تهدف هذه الدراسة إلى تسليط الضوء على آليات تطبيق مبادئ الحكومة الرشيدة ودورها في تحسين أداء الجماعات المحلية من خلال التعريف على المفاهيم الأساسية للجماعات المحلية وكذلك الحكومة الرشيدة، ومعرفة السبل التي من خلالها يمكن تطبيق مبادئ الحكومة داخل هذه الجماعات لخلق إدارة محلية فعالة وعصرية قادرة على الاستجابة لتطلعات المواطنين، والتي تجد على رأسها التمويل المحلي. حيث توصلنا إلى انه ومن أجل النهوض بنظام الغدارة المحلية وتحقيق التنمية المحلية لابد من الانسجام بين ما يصدر من القوانين وبين ظروف ومقتضيات التطور الذي يستوجب مشاركة جميع الأطراف في خدمة مصالحهم، وذلك بتبني الإدارة المحلية لمبادئ الحكومة الرشيدة، وكذلك العمل على توفير تمويل محلي فعال قادر على دفع عجلة التنمية المحلية. الكلمات المفتاحية: الجماعات المحلية، الحكومة، الحكومة العلمية والتمويل المحلي. Abstract The recent development witnessed by most societies led to an increase in the volume of demands and pressures on the state, which led many countries to try to apply the method of democratic governance and embody good governance in order to achieve effectiveness in public affairs, as this study aims to shed light on the mechanisms of applying the principles of Good government and its role in improving the performance of local groups by introducing the basic concepts of local groups as well as rational government, and knowing the ways through which the principles of government can be applied within these groups to create an effective and modern local administration capable of responding to the aspirations of citizens, which finds on top of it local financing.. Where we concluded that in order to promote the local administration system and achieve local development, there must be harmony between what is issued by laws and the conditions and requirements of development that requires the participation of all parties in serving their interests, by adopting the local administration to the principles of rational government, as well as working to provide effective local financing capable to advance local development
