Abstract

The phenomenon of neighborhood gangs is considered one of themostdangerous emerging criminal phenomena that threaten public securityandpublictranquility, affecting the safety of individuals and property. These crimeshavewitnessed a remarkable spread in recent years, necessitating a special legislativeintervention through Law No. 20-03 on the prevention and combatingofneighborhood gangs. This study aims to highlight the various preventive and remedial provisionsintroduced by the Algerian legislator to curb these crimes. It addresses the conceptofneighborhood gangs, their characteristics, and their legal elements, inadditiontoclarifying the procedural and punitive mechanisms adopted for their prosecutionandsuppression. Furthermore, the study highlights the preventive measures aimedatprotecting society and limiting the spread of this criminal phenomenon. The thesis adopted an analytical approach by analyzing the relevant legaltexts—specifically the provisions of Law No. 20-03, the Penal Code, andtheCodeofCriminal Procedure—to evaluate the effectiveness of the Algerian criminal policyintackling neighborhood gang crimes, achieving deterrence, and maintainingsecurityand stability within society.
