Abstract

This thesis examines Algeria’s consular legal framework and its role in protecting nationals abroad, highlighting the dual nature of consular work between international obligations and domestic laws. It analyzes administrative, judicial, and emergency protection mechanisms while diagnosing legislative fragmentation, limited judicial oversight, and digital security challenges, revealing a gap between legal texts and practical implementation. The study proposes actionable solutions, notably enacting a unified consular code, accelerating secure digital transformation, and establishing a specialized consular academy for staff training. It further advocates for transparency, updated bilateral agreements, and integrating the diaspora into national development, thereby transforming consular services from a bureaucratic burden into a strategic partner advancing national interests
