الديمقراطية التشاركية و دورها في خلق الثروة داخل الجماعات المحلية )2022-2011

Abstract

جاءت الديمقراطية التشاركية كشكل جديد يهدف إلى توسيع دائرة مشاركة المواطنين في اتخاذ القرارات العامة، حيث تبرز أهميتها في إعطاء الفرصة للمواطنين في إلبداء آرائهم وطرح أفكارهم في ما يخص القرارات التي تهمهم، وللديمقراطية التشاركية دور هام في تعميق و تقوية العالقة بين المواطن و اإلدارة المحلية و الشفافية و المساءلة و الشعور بالملكية المشتركة في صنع القرار مما يجعل األفراد يشعرون بأنهم جزء من العملية الديمقراطية وان أصواتهم مسموعة ومهمة. وقد تناولنا في هذه الدراسة التعريف بالديمقراطية التشاركية والجماعات المحلية، وبما أن دراستنا تتمحور داخل الجزائر، فقد قمنا بالتطرق لإلطار القانوني للديمقراطية التشاركية في الجزائر خاصة بعد اإلصالحات السياسية سنة 2011، كما قمنا بذكر مجموعة من اآلليات التي تساهم في تطبيق الديمقراطية التشاركية على أرض الواقع. وتوصلنا من خالل دراستنا، إلى أن الديمقراطية التشاركية تعتبر من أهم النماذج التي تعمل على ترقية المستوى المحلي، و خلق ثروة والدفع بعجلة التنمية، كما أنها ممكنة التطبيق اذا تم عالج العوائق التي تعرقل تطبيقها على أرض الواقع. ملخص الدراسة. Abstract: Participatory democracy came as a new form aimed at expanding the circle of citizen participation in public decision-making, as it highlights its importance in giving citizens the opportunity to express their opinions and put forward their ideas regarding decisions that concern them, and participatory democracy has an important role in deepening and strengthening the relationship between the citizen and the local administration, transparency, accountability and a sense of joint ownership in decision-making, which makes individuals feel that they are part of the democratic process and that their voices are heard and important. In this study, we dealt with the definition of participatory democracy and local communities, and since our study is centered on Algeria, we have addressed the legal framework for participatory democracy in Algeria, especially after the political reforms in 2011, and we have mentioned a set of mechanisms that contribute to the implementation of participatory democracy on the ground. Through our study, we found that participatory democracy is one of the most important models that work to upgrade the local level, create wealth and drive development, and it is also possible to apply if the obstacles that hinder its application on the ground are addressed. 88
