دور اللجان الدائمة في تفعيل العمل البرلماني

Abstract

اللجان البرلمانية الدائمة هي المحرك الرئيسي لأعمال البرلمان بغرفتيه، والتي يتم تطبيق إجراءاتها بشكل فعال في سن القوانين التي تحكم المجتمع بصوره المختلفة ومراقبة أداء السلطة التنفيذية، فلا يمكن أن يُتصور قيام برلمان بوظائفه بفعالية دون هذه الأجهزة أو اللجان التي يتم فيها عمل الجزء الأكبر من هذه الأعمال. فعندما تناقش مسائل هامة بتقارير وقوانين في الجلسة الرئيسية للبرلمان ، فإنه يكون قد سبق أن تم دراستها داخل هذهاللجان، واتخذت فيها قرارات مدروسة وفق المهنية والخبرات المحددة لها، فمثلاً الاتفاقيات التي تُقر في الجلسة العلنية كانت بالأصل محالة للجان مختصة سواء لجنة الشئون الخارجية أو المالية أوغيرها. أخيراً فإن المشرع في الجزائر قطع شوطاً معتبراً في تنظيم لجان البرلمانية الدائمة ومنحها وسائل القيام بدورها، مسايراً بذلك تجارب الدساتير السابقة تطويراً وتحسيناً لأداء البرلمان في قيامه بوظيفته التشريعية والرقابية أو في تعاونه مع الحكومة، لمقابلة الإيجابيات وتثمينها و معرفة السلبيات وتخطيها، والسعي دائماً للإصلاح والتطوير .
