الإصلاح الإداري وتأثيره على التنمية الإدارية في الجزائر (2008-2014)

Abstract

أضحى تطوير الأجهزة الإدارية ضرورة حتمية لتصبح كفأة وفعالة قادرة على مواجهة التحديات،ومواكبة التغيير وتحسين الخدمات المقدمة للمواطنين،حيث يعتبر الإصلاح الإداري الخطوة الأولى لتعزيز جهود التنمية الإدارية،التي تدورها تعمل على تحديث وتطوير أداء الجهاز الإداري للدولة،وتعزيز قدرته على تحقيق النهضة التنموية . لذلك عملت الدولة الجزائرية جاهدة على وضع خطط وبرامج في مجال الإصلاح الإداري،في محاولة منها للتخلص من الأوضاع السلبية التي اعتلت جهازها الإداري،من أجل النهوض بالإدارة الحكومية لتكون قادرة على قيادة وتنفيذ العملية التنموية .

Administrative reform is a necessary step to become efficient and capable to face the challenges and follow with the change and improvement of services provided to citizens. Administrative reform is the first step to enhance the administrative development efforts, which work to modernize and improve the performance of the administrative apparatusof the state. Therefore, the Algerian state has worked hard to develop plans and programs in the field of administrative reform, in an attempt to get rid of the negative situation that has taken over its administrative apparatus, in order to promote the government administration to be able to lead and implement the development process.
