إشكالية الأمن الاقتصادي في الدول الريعية.- دراسة حالة الجزائر - 2000 / 2017

Abstract

يعد إنعتاق الجزائر من التبعية لقطاع المحروقات و بالتالي الخضوع للاقتصاد الريعي أمرا لابد منه في ظل إنعتاق الأمن بدوره من ارتباطاته العسكرية و انجذابه نحو مجالات أوسع من بينها الاقتصاد ، ذلك لتحقيق نوع من الاستقرار الاقتصادي الذي يؤدي بدوره إلى تعدد مصادر الدخل القومي و بالتالي تحقيق الأمن الاقتصادي ، غير أن هذه القضية والتي شكلت حجر الزاوية بالنسبة لصناع القرار الجزائري لم تقابلها إ رادة بناء و إستراتجية شاملة تسعى لتجنيد كل طاقات الدولة المادية و المعنوية و البشرية لصياغة حلول فعالة تتمظهر في توفير قطاعات بديلة تحد من تبعية الجزائر لقطاع المحروقات ، هذه الأخيرة التي دائما ما كانت عائداتها بمثابة مصدر التمويل الرئيسي لمقطاعات الأخرى ، وهو ما زاد من تعميق الفجوى بين الجزائر و أمنها الاقتصادي الذي لا زالت تسعى لتحقيقه..
