اعادة التهيئة العمرانية لمخطط شغل الارض 08 بمدينة سحاريج باستخدام مؤشرات نظام التقييم البيئي INDI نحو تخطيط حضري مستدام

Abstract

تهدف هذه الدراسة إلى تقييم مخطط شغل الأرض رقم 08 بمدينة سحاريج بولاية البويرة باستعمال مؤشرات نظام التقييم البيئي INDI، باعتباره أداة حديثة لتحقيق التخطيط العمراني المستدام. انطلقت الدراسة من تشخيص الوضعية العمرانية والبيئية الحالية للحي، من خلال الاعتماد على المعاينة الميدانية، الوثائق التقنية، ومؤشرات التقييم البيئي. اعتمد البحث على المنهج الوصفي التحليلي، حيث تم تحليل مختلف مكونات الحي مثل المساحات الخضراء، النقل، التجهيزات، الجوانب الاجتماعية والبيئية، ثم إدخال المعطيات ضمن شبكة مؤشرات INDI لاستخراج نتائج التقييم. وقد أظهرت الدراسة وجود عدة نقائص أهمها ضعف الفضاءات الترفيهية، غياب الطاقات المتجددة، نقص المساحات الخضراء، وضعف المشاركة الاجتماعية. بناءً على نتائج التقييم، تم اقتراح مشروع إعادة تهيئة للحي يرتكز على إنشاء مساحات خضراء، مرافق رياضية وترفيهية، تحسين شبكة التنقل الناعم، وإدماج حلول مستدامة تراعي الجوانب البيئية والاجتماعية والاقتصادية. وأثبتت نتائج التقييم البعدي فعالية هذه التدخلات في تحسين جودة الإطار المعيشي وتعزيز استدامة الحي.

Cette étude vise à évaluer le plan d’occupation des sols POS 08 de la ville de Saharidj, wilaya de Bouira, à travers les indicateurs du système d’évaluation environnementale INDI, considéré comme un outil moderne de planification urbaine durable. L’étude repose sur un diagnostic de la situation urbaine et environnementale actuelle du quartier à partir des enquêtes de terrain, des documents techniques et des indicateurs environnementaux. La recherche adopte une méthode descriptive et analytique afin d’analyser les différentes composantes du quartier : espaces verts, transport, équipements, aspects sociaux et environnementaux. Les données collectées ont été intégrées dans la grille d’évaluation INDI pour obtenir les résultats du diagnostic. L’étude a révélé plusieurs insuffisances, notamment le manque d’espaces récréatifs, l’absence d’énergies renouvelables, l’insuffisance des espaces verts et la faible participation sociale. À partir des résultats obtenus, un projet de réaménagement a été proposé comprenant la création d’espaces verts, d’équipements sportifs et récréatifs, l’amélioration de la mobilité douce et l’intégration de solutions durables répondant aux dimensions environnementales, sociales et économiques. Les résultats de l’évaluation finale ont démontré l’efficacité des interventions proposées dans l’amélioration du cadre de vie et le renforcement de la durabilité du quartier.

This study aims to evaluate the Land Use Plan (POS 08) in the city of Saharidj, Bouira Province, using the INDI environmental assessment system indicators, considered a modern tool for sustainable urban planning. The study is based on diagnosing the current urban and environmental conditions of the neighborhood through field surveys, technical documents, and environmental assessment indicators. The research follows a descriptive and analytical methodology to examine different neighborhood components such as green spaces, transportation, facilities, and social and environmental aspects. The collected data were integrated into the INDI evaluation framework to obtain assessment results. The study revealed several deficiencies, including the lack of recreational spaces, absence of renewable energy use, insufficient green spaces, and weak social participation. Based on the evaluation results, a redevelopment project was proposed, including the creation of green spaces, sports and recreational facilities, improvement of soft mobility networks, and integration of sustainable solutions addressing environmental, social, and economic dimensions. The post-evaluation results demonstrated the effectiveness of these interventions in improving the living environment and enhancing neighborhood sustainability
