الولاية بين اللامركزية وعدم التركيز الإداريين

Abstract

تعتبر الولاية هيئة تابعة للامركزية الإدارية، فهي مبنيّة على أسس ومبادئ تجعل منها هيئة لا مركزية تجمع صورتي التنظيم الإداري، وذلك من أجل ضمان وحدة الدولة وتحقيق رغبات المواطنين وإشباع حاجاتهم على المستوى المحلي، وضمان السير الحسن لمختلف المرافق العامة المحليّة نظرا لقرب الهيئات اللامركزية للمواطن، لأن الهيئات المركزية الإدارية دائما تهتم بتحقيق المصالح على المستوى الوطني.

Abstract : The state is considered a body of administrative decentralization, as it is based on foundations and principles that make it a decentralized body that collects the tow forms of administrative organization in order to ensure the unity of the state and achieve the desires of citizens and satisfy their needs at the local level and ensure the good functioning of the various local public facilities due to the proximity of the decentralized bodies to the citizen because the central administrative bodies is always concerned with achieving interests at the national level.
