| dc.description.abstract | يعالج هذا البحث النظام القانوني الذي يحكم الصفقات العمومية في ظل المرسوم الرئاسي 15-247 المتضمن تنظيم الصفقات العمومية وتفويضات المرفق العام، بحيث تطرقنا في الفصل الأول إلى مفهوم الصفقات العمومية ثم إبرام الصفقات العمومية وفقا للمرسوم الرئاسي 15-247 حيث قمنا بشرح كيفيات إبرام وتنفيذ الصفقات العمومية. أما في الفصل الثاني تناولنا الرقابة بنوعيها الداخلية والخارجية، كما سلطنا الضوء على منازعات الصفقات العمومية وطرق تسويتها. الكلمات المفتاحية: قانون الصفقات العمومية، الرقابة الداخلية والخارجية، التشريع الجزائري. Summary: This research addresses the legal system governing public transactions under Presidential Decree 15-247, which includes the regulation of public transactions and public facility mandates, so that in Chapter I we address the concept of public transactions and then the conclusion of public transactions in accordance with Presidential Decree 15-247, where we explain how to conclude and implement public transactions. In chapter II, we dealt with internal and external oversight and highlighted public transactions disputes and ways of resolving them.
