Abstract

This study aims to highlight the role of parliamentary oversight and its effectiveness in preventing and combating administrative and financial corruption in Algeria, particularly in light of the 2020 constitutional amendments. The core research problem centers on the extent to which parliamentary oversight mechanisms contribute to curbing corrupt practices. The results indicated that while the constitutional framer provided a significant legal and oversight arsenal, such as questions, interpellations, investigation commissions, and financial oversight ; practical application reveals a real gap between text and practice due to executive branch dominance, partisan loyalties, and complex procedural restrictions. The study concluded that there is a necessity to ease procedural restrictions, establish a parliamentary observatory for evaluation, and activate institutional cooperation with the Court of Accounts, the High Authority for Transparency, and civil society. The study offers practical recommendations to elevate the parliament's oversight role to become an impenetrable barrier for protecting public funds and fostering transparency.
