التوقيع الالكتروني و دوره في عصرنة الإدارة العمومية

Abstract

نتج عن التطور التكنولوجي الحديث، واستخدام شبكة المعلومات العالمية ظهور وسائل وتقنيات حديثة من بينها التوقيع الإلكتروني ، والتي أثرت بدورها على كيفية أداء الخدمة العمومية، ذلك أنها أصبحت تقدم بطرق وأساليب الكترونية جديدة. لذلك تعتبر الإدارة الالكترونية الأداة والوسيلة الفعالة لتحقيق الحداثة والتطور وبما لها من أهمية كبيرة في ترقية أنشطة ومهام مؤسسات الخدمة العمومية، ورفع مستوى الأداء الحكومي والتخفيف من حّدة البيروقراطية .

Abstract: Modern technological development and the use of the World Wide Web have resulted in the emergence of modern means and technologies, including electronic signature, which have influenced the functioning of the public service. Therefore, electronic management is the tool and an effective means to achieve modernity and development and its importance in promoting the activities and functions of public service institutions, raising the level of government performance and reducing the bureaucracy
