معالجة تدهور الفضاءات العمومية داخل السكنات الجماعية ـ جالة الدراسة حي 500 مسكن المسيلة

Abstract

تتناول هذه الدراسة إشكالية تدهور الفضاءات العمومية داخل المجمعات السكنية الجماعية، بالتطبيق على حي 500 مسكن بمدينة المسيلة كحالة دراسية. تهدف المذكرة إلى تشخيص المسببات الحقيقية لهذا التدهور، والذي ينتج أساساً عن الاستغلال العشوائي من قبل السكان، غياب برامج الصيانة الدورية، والنقص الحاد في التهيئة العمرانية كالمساحات الخضراء، فضاءات اللعب، والتأثيث الحضري. بالاعتماد على المنهج الوصفي التحليلي وأدوات البحث الميداني (كالملاحظة، الاستبيان، وتحليل المخططات)، أظهرت النتائج وجود فجوة كبيرة بين التخطيط النظري والواقع التطبيقي، مما أدى إلى قصور في الأداء الوظيفي والاجتماعي لهذه الفضاءات. وتخلص الدراسة إلى ضرورة تبني "مقاربة تشاركية" تدمج المواطنين في عملية التهيئة والتسيير، إلى جانب تفعيل دور السلطات المحلية في تطبيق القوانين وتوفير المرافق الضرورية، بغية استرجاع الحيوية والوظيفة الاجتماعية لهذه الفضاءات وتحسين جودة الحياة الحضرية.

This study addresses the issue of the deterioration of public spaces within collective housing complexes, focusing on the 500 Dwellings neighborhood in the city of M'sila as a case study. The research aims to diagnose the root causes of this degradation, which primarily stems from random exploitation by residents, a lack of regular maintenance, and a severe shortage of urban landscaping, including green areas, playgrounds, and urban furnishings. Relying on a descriptive-analytical approach and field research tools (such as observation, questionnaires, and map analysis), the findings reveal a significant gap between theoretical urban planning and practical reality, leading to a failure in achieving the functional and social objectives of these spaces. The study concludes that it is essential to adopt a "participatory approach" that integrates residents into the planning and management processes. Furthermore, it emphasizes the critical role of local authorities in enforcing regulations and providing necessary facilities to restore the vitality and social function of these public spaces, thereby improving the overall quality of urban life.
