تأهيل الأحياء الحضرية الهشة في إطار مبادئ التنمية المستدامة ـ حي كارمن POS 03 نموذجا ـ بلدية تيارت

Abstract

تناولت هذه الدراسة إشكالية تأهيل الأحياء الحضرية الهشة في إطار مبادئ التنمية المستدامة من خلال دراسة حالة حي الكارمان بمدينة تيارت. واعتمدت الدراسة على تحليل أدوات التهيئة والتعمير، لاسيما المخطط التوجيهي للتهيئة والتعمير PDAU ومخطط شغل الأراضي POS، بالإضافة إلى المعطيات الإحصائية والدراسة الميدانية من أجل تشخيص واقع الحي وتحديد مختلف مظاهر الهشاشة الحضرية. وقد أظهرت النتائج أن حي الكارمان يعاني من درجة معتبرة من الهشاشة العمرانية والاجتماعية والبيئية مما يستدعي تبني تدخلات متكاملة تشمل تحسين البيئة المبنية وتطوير البنى التحتية والشبكات المختلفة إلى جانب الرفع من مستوى جودة الحياة للسكان. كما بيّنت الدراسة أن اعتماد مبادئ التنمية المستدامة يوفر إطارًا فعالًا لتحقيق التوازن العمراني والاجتماعي والبيئي داخل الحي. وفي ضوء هذه النتائج تم اقتراح مجموعة من التوصيات العملية التي تهدف إلى دعم جهود إعادة تأهيل الحي وتعزيز اندماجه ضمن النسيج الحضري لمدينة تيارت بصورة أكثر استدامة وفعالية.

This study addressed the issue of rehabilitating vulnerable urban neighborhoods within the framework of sustainable development principles through a case study of El Karman neighborhood in the city of Tiaret. The study relied on the analysis of urban planning and development tools, particularly the Master Plan for Urban Planning and Development (PDAU) and the Land Use Plan (POS) in addition to statistical data and field investigations in order to diagnose the current condition of the neighborhood and identify the various manifestations of urban vulnerability. The results revealed that El Karman neighborhood suffers from significant urban, social, and environmental vulnerability, which requires the adoption of integrated interventions including the improvement of the built environment, the development of infrastructure and urban networks, as well as the enhancement of residents’ quality of life. The study also demonstrated that adopting sustainable development principles provides an effective framework for achieving urban, social, and environmental balance within the neighborhood. Based on these findings, a set of practical recommendations was proposed to support the rehabilitation efforts of the neighborhood and strengthen its integration into the urban fabric of the city of Tiaret in a more sustainable and effective manner.
