اعادة الاعتبار لمنطقة تاريخية بمدينة سور الغزلان POS

Abstract

تناولت هذه الدراسة موضوع إعادة الاعتبار للمراكز والمدن التاريخية باعتبارها موروثاً عمرانياً وثقافياً حياً يجسد الهوية الجماعية والذاكرة التاريخية للشعوب. تم اتخاذ المنطقة التاريخية الواقعة ضمن مخطط شغل الأراضي (6U POS ( بمدينة سور الغزلان ) ولايةالبويرة ( كحالة للدراسة والتطبيق، وهي المدينة التي تذخر بمعالم تعود لعدة حقب تاريخية متعاقبة كالفترة الرومانية ) مدينة أوزيا القديمة (، والحقبة التركية، وفترة الاستعمار الفرنسي. انطلقت الإشكالية من واقع التراجع والديناميكية السلبية التي يشهدها المركز التاريخي للمدينة نتيجة التوسع العمراني الحديث نحو الأطراف ومشاكل الاختناق المروري، مما أدى إلى تراجع دوره الاقتصادي وتدهور بعض معالمه الأثرية ) مثل السور والأبواب القديمة والثكنة العسكرية.( اعتمدت الدراسة على المنهج الوصفي التحليلي والمنهج الميداني التاريخي، مع استخدام نظم المعلومات الجغرافية (GIS (لرفع المعطيات وتحليل الإطار المبني، شبكة الطرقات، والملكية العقارية. وتوصل البحث في شقه التطبيقي إلى وضع مخطط تهيئة مقترح وإستراتيجية للترميم وإعادة التوظيف الوظيفي والسياحي، يهدف إلى فك الاختناق عن الحي، تحويل المباني الأثرية غير ا لمستغلة إلى مرافق ثقافية وسياحية ) كمتاحف وفنادق تراثية(، وإعادة دمج النسيج التاريخي ضمن المسار التنموي الحاضر للمدينة دون المساس بهويته البصرية والتاريخية
This study addresses the rehabilitation of historical cities and centers as living architectural and cultural heritage that embodies collective identity and historical memory. The historical zone within the Land Use Plan (POS U6) of Sour El-Ghozlane city was selected as a case study. This city is enriched with historical layers and monuments spanning multiple eras, including the Roman period (ancient Auzia), the Ottoman era, and the French colonial period. The core problem of the research stems from the functional regression and negative dynamics affecting the historical center. This decline is due to modern urban expansion toward the periphery and traffic congestion, which has led to a decrease in its economic vitality and the degradation of some archaeological monuments (such as the historic wall, ancient gates, and the military barracks). Utilizing descriptive-analytical, historical, and field methodologies—supported by Geographic Information Systems (GIS) tools—the research analyzed the built environment, road networks, and property ownership within the study area. The study concludes with a proposed urban development plan and an intervention strategy for restoration and adaptive reuse. This strategy aims to de-congest the neighborhood, convert underutilized historical buildings into cultural and touristic facilities (such as museums and boutique heritage hotels), and reintegrate the historic fabric into the city's ongoing socio-economic dynamic while preserving its historic skyline and visual identity
