Abstract

يشكل الحصول عمى رخصة البناء دورا البناء، حيث تحافظ عمى توازن بين حق األفراد في البناء كمصمحة مشروعة وحق المجتمع في تنفيذ الرقابة عمى أعمال البناء، والتحكم في حركة البناء وتشييد المدن وحماية البيئة من جميع الجوانب. وتضمن رخصة البناء االمتثال لمقواعد واألنظمة القانونية المحددة لتنظيم إنتاج ا إلدارة األراضي االقتصادية ً . األراضي القابمة لمتعمير وتشكيل وتحويل المباني وفق كما تساعد في تحقيق التوازن بين وظائف السكن والفالحة والصناعة والحفاظ عمى البيئة والمناظر الطبيعية والتراث الثقافي والتاريخي، وذلك بمراعاة مبادئ وأىداف السياسة الوطنية لمتييئة العمرانية. Abstract: Building permits play an extremely important role in enforcing prior control over construction works. Through them, a balance is ensured between individuals' right to build as a legitimate interest and society's right to exercise some control over construction works, in a way that ensures control over building movement, city construction, and protection of the environment in all its dimensions. Through building permits, compliance with legal and regulatory provisions is ensured, which determine general rules aimed at organizing the production of developable land and the formation and transformation of buildings within the framework of the economic management of lands, and balancing the function of housing, agriculture, industry, and also protecting the environment, natural surroundings, landscapes, cultural and historical heritage on the basis of respecting the principles and objectives of the national urban planning policy. الممخص
