Abstract

Summary: Local development is one of the most significant challenges that the state seeks to address through the adoption of modern policies based on promoting local investment and consolidating economic decentralization. Investment constitutes a fundamental pillar for stimulating economic activity, creating wealth, and improving the business climate, particularly in light of the guarantees established by the Algerian legislator. This approach coincides with the necessity of strengthening decentralization by granting local authorities broader powers to manage their affairs and exploit their territorial resources in order to reduce developmental disparities. Despite its importance, the practical implementation of this orientation faces several challenges, including limited financial and human resources, as well as administrative obstacles. These constraints call for the reinforcement of legislative and institutional reforms and the improvement of local governance mechanisms in order to achieve sustainable and inclusive development.
