تفعيل أداء الإدارة الإلكترونية في مجال إدارة المرافق العامة

Abstract

تلعب الحكومة دورا قياديا هاما في تحسين المدى الذي يستفيد منه المواطنون ومنظمات الأعمال في المجتمع من خلال إتاحة الفرص، التي تقدمها تكنولوجيا المعلومات والاتصالات المتقدمة للمساعدة في تحويل أنشطة الحكومة من الطرق والأساليب التقليدية ذات الطابع البيروقراطي إلي خدمات الإدارة الإلكترونية الديناميكية والتفاعلية تساهم في تقديم الخدمات العمومية للمواطن بأقل تكلفة ، كما تهدف إلى تقليص الإجراءات واختصارها، والسرعة في تنفيذها، مما يترتب عليها زيادة كفاءة الأداء، تهدف الدراسة إلى توضيح مدى مساهمة الإدارة الإلكترونية في مجال المرافق العامة في تحسين تقديم الخدمات العمومية بشكل فعال، وكذا تبيين العراقيل التي يمكن أن تواجه الإدارة في تدقيق هدفها وسبل الحد من هذه المشاكل ، وقد دراسة الموضوع في مبحثين، حيث تم تناول في المبحث الأول متطلبات الإدارة الإلكترونية في تسيير المرافق العامة، وتأثيرها على إدارة المرفق العام وتخديم الخدمة العمومية، وفي المبحث الثاني تم التطرق إلى العراقيل التي تواجه الإدارة الإلكترونية في مجال تسيير المرفق العام وسبل الحد من هذه المشاكل. summary The Government plays an important leadership role in improving the extent to which citizens and business organizations in society benefit from the opportunities provided by advanced ICT to help transform government activities from traditional bureaucratic methods to dynamic and interactive electronic services that contribute to the provision of public services To the citizen at the lowest cost, as well as to reduce the procedures and shorten, and speed in their implementation, This study aims at clarifying the contribution of electronic management in the field of public utilities to improving the effective delivery of public services, as well as identifying the obstacles that the administration may face in checking its goal and ways of reducing these problems. The first topic dealt with the requirements of electronic management in the management of public utilities, and their impact on the management of the public utility and the service of public service. In the second topic, the obstacles facing electronic management in the field of running the public utility and ways of reducing these problems were discussed.
