Abstract

Over the past two decades, Algeria has undergone gradual transformations aimed at establishing effective electronic governance, in an effort to keep pace with global digital dynamics—particularly at the level of local communities. These efforts have included the digitization of several administrative services, the adoption of the one-stop digital window, and the development of electronic portals across various sectors. Despite

regional disparities in digital progress, Algeria has shown notable improvement in the E- Government Development Index between 2020 and 2022, reflecting a clear political will to

advance digital transformation. Through a case study of the Wilaya of M’sila, the research identified a statistically significant positive correlation between e-governance and the Sustainable Development Goals (SDGs), with cybersecurity, community participation, and accountability emerging as the most influential dimensions. In contrast, electronic transparency did not show a significant effect, indicating the need to review and enhance its mechanisms. The study concludes that e-governance is not merely a technical tool, but a strategic lever for achieving sustainable development in its economic, social, and environmental dimensions. To activate this role, the study recommends adopting a comprehensive approach that includes strengthening transparency and accountability, improving resource management, supporting the digital economy, developing smart infrastructure, enhancing community participation, and improving the quality of public services. Despite existing challenges, Algeria holds a genuine opportunity to transform local administration into an effective digital model that serves the goals of sustainable development.
