مشروع حي إداري مستدام بمدينة بوسعادة ـ الموقع ـ مخطط شغل الأراضي رقم 05

Abstract

تهدف هذه المذكرة إلى دراسة موضوع إشكالية التوسع العمراني و التحولات الوظيفية التي تشهدها المدن و ما ترتب عنها من تشتت إداري و هدر عقاري حيث تم إسقاط هذه الإشكالية على مدينة بوسعادة إثر ترقيتها إلى مصاف الولايات المنتدبة و هو ما فرض الحاجة ملحة لاستيعاب المؤسسات الإدارية الجديدة وللإجابة على هذه المتطلبات انطلقت المذكرة من شق نظري يضبط المفاهيم التنمية المستدامة و آليات التهيئة و التعمير ثم انتقلت إلى جانب تطبيقي تمثل في التشخيص الميداني لمخطط شغل الأراضي رقم 05 برصد نقائصه العمرانية وصولا إلى صياغة مقترح تنموي متمثل في مشروع حي إداري مستدام ويرتكز هذا المشروع على إستراتجية التكثيف العمودي لتجمع 14 مديرية مستحدثة داخل قطب سيادي موحد مع تفعيل عصب حيوي يربط الأقطاب الإداريةو السكنية والتجارية و تأمين حركة المشاة عبر محاور خضراء مما يضمن في النهاية تحقيق توازن مستدام بين المتطلبات الوظيفية و الوعاء العقاري ويرفع من جودة الحياة و الأداء العمراني.

This thesisaims to study the issue of urbansprawl and the functional transformations experienced by cities, alongwith the resulting administrative fragmentation and real estatewaste. This issue isapplied to the city of Bou Saada followingits promotion to the status of a delegated province, whichcreated an urgent need to accommodate new administrative institutions. To addresstheserequirements, the researchbeginswith a theoretical section thatdefines concepts of sustainabledevelopment and the mechanisms of urban planning and development. This isfollowed by an applied section consisting of a fielddiagnosis of the Land Use Plan (POS) No. 05, identifyingitsurbandeficiencies. Ultimately, the study proposes a developmentalproject for a sustainable administrative district. This projectisbased on a vertical densification strategy to group 14 newlyestablisheddirectorateswithin a unifiedsovereign hub. It alsoactivates a vital axis connecting the administrative, residential, and commercial poles, securing pedestrian movementthrough green axes. This ensures a sustainable balance betweenfunctionalrequirements and available land, ultimatelyenhancing the quality of life and the city'surban performance
