| dc.description.abstract | يُعّد "شارع دبي" بمدينة العلمة أحد أهم وأبرز النوى والمحاور التجارية ذات البعد الإقليمي والوطني في الجزائر، حيث يمثل قطباً اقتصادياً واعداً يعكس حركية تجارية مكثفة ساهمت بشكل مباشر في تشكيل هويته العمرانية ووظيفته الحضرية. وتتميز هذه المنطقة بنشاط استثماري وتجاري متنامٍ، غير أنها بدأت تعرف في السنوات الأخيرة تدهوارا ملحوظاً في مشهدها الحضري نتيجة طغيان الجانب "النفعي الوظيفي"على حساب الانسجام المعماري، الأمر الذي أدى إلى انتشار فوضى بصرية ووظيفية أثرت سلباً على للمجال، وأصبح يهدد الهوية العمرانية والجمالية للمدينة، مما ( Legibility) المقروئية والوضوح الإدراكي يفرض ضرورة التدخل لإعادة تنظيم الشارع وتأهيله ضمن مقاربة تنموية مستدامة تحافظ على جاذبيته الاقتصادية وتضمن جودة بيئته المبنية. تندرج هذه الدراسة ضمن إطار البحث عن آليات وتوجهات تصميمية فعالة لإعادة تنظيم القطب التجاري "شارع دبي" والمحافظة على هويته العمرانية، مع تحسين ظروف حركة التدفقات والمشاة وتفعيل الاستمرارية البصرية لعناصر المشهد الحضري دون المساس بالديناميكية الاقتصادية للمكان. وقد سعت الدراسة إلى إبراز الأهمية الاقتصادية والمجالية للشارع، وتشخيص الوضع الراهن للنسيج العمراني والمعماري والوظيفي، بالإضافة إلى تقييم سلوك المستخدمين (تجار، متسوقين، وسكان) وحالة البنية التحتية، وصولاً إلى اقتراح سيناريوهات ومشاريع تهيئة عمرانية متكاملة كفيلة بتدعيم الصورة الذهنية والمقروئية الحضارية للمجال. اعتمدت الدراسة على منهجية متعددة المحاور والمقاربات، تجمع بين التأصيل النظري، التحليل المورفولوجي، والمعاينة الميدانية. حيث تم في البداية دراسة المفاهيم الأساسية للهوية العمرانية والمقروئية وفقاً لأدبيات التصميم الحضري (لاسيما منهجية كيفن لينش لكشف الصورة الذهنية للمدينة). تم إجراء تحليل مورفولوجي ووظيفي شامل للشارع بالاعتماد على أدوات جغرافية وتقنية لتحديد نسب الامتلاء شمل عينة ( Proxémie) والفراغ وتوزيع الكتل، تلاها استخدام الاستبيان كأداة للدراسة الأنثرو- مجالية من مستخدمي الفضاء للحصول على معطيات دقيقة حول مستوى رضاهم وإدراكهم البصري والمجالي للمكان. وقد أظهرت نتائج التشخيص العمراني والمعماري وجود عدة اختلالات أثرت بشكل مباشر على الصورة البصرية للشارع ووظيفته الحضرية؛ من أبرزها طغيان الكتل المبنية على الفراغات العامة بنسب مكثفة، وتحول الواجهات المعمارية الأصلية إلى مجرد "أوعية إشهارية هجينة" بفعل انتشار اللافتات العشوائية والتلوث المعلوماتي البصري. كما تم تسجيل نقص حاد في فضاءات الراحة والمساحات الخضراء، واحتلال الأرصفة من قِبل العروض التجارية العشوائية مما عرقل حركة المشاة واضطرهم لمشاركة قارعة الطريق مع المركبات، ناهيك عن الاختناق المروري الناتج عن غياب تنظيم عمليات الشحن والتفريغ والتوقف. ورغم هذه الإكراهات، أكدت الدراسة استمرار المؤهلات الاستثمارية العالية للقطب التجاري، مما يجعله قاد ارً على قيادة التنمية المحلية بامتياز إذا ما تم إخضاعه لمخطط توجيهي عقلاني. وانطلاقاً من ذلك، تم اقتراح مشروع إعادة تهيئة وتأهيل للشارع يرتكز على سيناريوهات إسقاط عمراني ومعماري نُمِذجت رقمياً؛ تشمل تنظيم واجهات المحلات وتقنين معايير لافتات الإشهار، وتوسيع الأرصفة وتأثيث الفضاءات العامة بمساحات خضراء وأماكن استراحة، بالإضافة إلى إعادة تخطيط مسارات حركية المرور وتخصيص أوقات محددة للشحن بما يتوافق مع خصوصية القطب التجاري. وتوصلت الدراسة إلى أن نجاح تنظيم الأقطاب التجارية لا يقتصر على الحلول الهندسية والتقنية الصرفة، بل يتطلب اعتماد مقاربة شاملة تقوم على التنسيق والوعي المشترك بين السلطات المحلية والتجار والمستخدمين، مع توفير آليات تنظيمية تضمن ديمومة النظام والصيانة. كما خلصت الدراسة إلى أن متطلبات الاستثمار والتجارة المعاصرة لا تتعارض مطلقاً مع جمالية المشهد الحضري، بل إن ضبط الهوية العمرانية وتحقيق "المقروئية البصرية" يُعد ركيزة أساسية لتعزيز الجاذبية الاقتصادية، وتحويل الشارع من مجرد ممر تجاري عشوائي إلى فضاء حضري حيوي، مريح ومستدام. | |
| dc.description.abstract | El Eulma's "Dubai Street" is considered one of the most prominent commercial hubs with regional and national dimensions in Algeria, representing a promising economic pole that reflects an intensive commercial dynamism which has directly shaped its urban identity and civic function. This area is characterized by a growing investment and commercial activity; however, it has recently experienced a noticeable deterioration in its urban landscape due to the dominance of the "functional-utilitarian" aspect at the expense of architectural harmony. This has led to the spread of visual and functional chaos, negatively affecting the legibility and cognitive clarity of the space, thereby threatening the city's urban identity and aesthetics. Consequently, this imposes an urgent need for intervention to reorganize and rehabilitate the street within a sustainable development approach that maintains its economic attractiveness and ensures the quality of its built environment. This study falls within the framework of searching for effective mechanisms and design guidelines to reorganize the "Dubai Street" commercial pole and preserve its urban identity, while improving circulation flows and pedestrian movement, and enhancing the visual continuity of the cityscape elements without compromising the economic dynamics of the area. The study sought to highlight the economic and spatial importance of the street, diagnose the current situation of the urban, architectural, and functional fabric, and evaluate the behavior of users (merchants, shoppers, and residents) and the state of infrastructure, ultimately proposing integrated urban development scenarios and projects capable of reinforcing the mental image and visual legibility of the space. The study adopted a multi-axis and multi-approach methodology combining theoretical foundation, morphological analysis, and field survey. Initially, the core concepts of urban identity and legibility were examined in accordance with urban design literature (particularly Kevin Lynch's methodology for exploring the mental image of the city). Furthermore, the landscape approach (L'approche paysagère) was applied through sequential analysis (Analyse séquentielle) to monitor the visual components of the space and identify the hotspots of informational and visual pollution resulting from the chaotic commercial facades and advertising signs. A comprehensive morphological and functional analysis of the street was also conducted using geographical and technical tools to determine the solid-void ratios and mass distribution. This was followed by a questionnaire used as a tool for proxy-spatial analysis (Proxémie) covering a sample of space users to obtain precise data regarding their level of satisfaction and visual and spatial perception of the site. The results of the urban and architectural diagnosis revealed several dysfunctions that directly affected the visual image of the street and its urban function. Most notably, the built masses dominated public spaces with high density, and the original architectural facades turned into mere "hybrid advertising vessels" due to the proliferation of chaotic signs and informationalvisual pollution highlighted by the outcomes of the landscape approach. Additionally, a severe shortage of rest areas and green spaces was recorded, and sidewalks were encroached upon by random commercial displays, which obstructed pedestrian movement and forced them to share the roadway with vehicles, not to mention the traffic congestion resulting from the lack of regulation for loading, unloading, and parking operations. Despite these constraints, the study confirmed the continued high investment potential of the commercial pole, making it fully capable of leading local development if subjected to a rational master plan. Based on these findings, an urban redevelopment and rehabilitation project for the street was proposed, rooted in digitally modeled urban and architectural projection scenarios. These include regulating store facades and standardizing criteria for advertising signs based on the outputs of the visual and landscape analysis, widening sidewalks, furnishing public spaces with green areas and resting places, in addition to planning traffic flow routes and allocating specific times for logistical loading and unloading in accordance with the specific nature of the commercial pole. The study concluded that the successful organization of commercial poles is not limited to purely engineering and technical solutions, but rather requires adopting a comprehensive management approach based on coordination and shared awareness among local authorities, merchants, and users, along with providing regulatory mechanisms that ensure system durability and maintenance. Finally, the study deduced that the requirements of contemporary investment and commerce do not conflict at all with the aesthetics of the urban landscape; rather, regulating urban identity and achieving "visual legibility" is a fundamental pillar for enhancing economic attractiveness, transforming the street from a mere chaotic commercial corridor into a vital, comfortable, and .sustainable urban space | |
