العلاقات الجزائرية تجاه فرنسا وإسبانيا خلال القرن 18م دراسة مقارنة في استراتيجية الدبلوماسية

Abstract

تتناول هذه الدراسة العلاقات الجزائرية تجاه فرنسا وإسبانيا خلال القرن 18م، من خلال دراسة مقارنة لاستراتيجية الدبلوماسية الجزائرية في تعاملها مع هاتين القوتين الأوروبيتين. وتهدف إلى إبراز طبيعة السياسة الخارجية لإيالة الجزائر، والكشف عن أهم الآليات والوسائل الدبلوماسية التي اعتمدتها في إدارة علاقاتها الخارجية، ومدى تأثرها بطبيعة المصالح السياسية والعسكرية والاقتصادية لكل طرف. اعتمدت الدراسة على المنهج التاريخي لرصد الأحداث والوقائع في سياقها الزمني، والمنهج التحليلي لتحليل المعاهدات والمراسلات والوثائق المرتبطة بالعلاقات الجزائرية الفرنسية والجزائرية الإسبانية، إلى جانب المنهج التاريخي المقارن للكشف عن أوجه التشابه والاختلاف في استراتيجية الدبلوماسية الجزائرية تجاه الدولتين. وقد توصلت الدراسة إلى أن الدبلوماسية الجزائرية خلال القرن 18م اتسمت بالواقعية والمرونة والقدرة على التكيف مع المتغيرات الدولية وموازين القوى في منطقة البحر المتوسط. كما أظهرت أن الجزائر لم تعتمد أسلوبًا واحدًا في علاقاتها الخارجية، بل نوّعت بين القوة العسكرية والمفاوضات والوساطة والمعاهدات وأدوات الضغط والمساومة. وقد تميزت العلاقات مع فرنسا بالاعتماد على الإطار التعاهدي وتنظيم المبادلات والمصالح المشتركة، في حين شهدت العلاقات مع إسبانيا انتقالًا من الصراع والمواجهة العسكرية إلى التفاوض وعقد المعاهدات، وفقًا لمقتضيات الظروف والمصالح المتبادلة. وتبرز الدراسة المكانة الدولية التي تمتعت بها إيالة الجزائر ودورها الفاعل في الحوض الغربي للبحر المتوسط، وقدرتها على توظيف أدواتها الدبلوماسية والعسكرية في حماية مصالحها وتعزيز موقعها في علاقاتها مع القوى الأوروبية. الكلمات المفتاحية: إيالة الجزائر، الدبلوماسية الجزائرية، القرن الثامن عشر، فرنسا، إسبانيا، العلاقات الخارجية، المعاهدات، البحر المتوسط.

Abstract : This study examines Algerian relations with France and Spain during the eighteenth century through a comparative analysis of Algerian diplomatic strategy in dealing with these two European powers. It aims to highlight the nature of the foreign policy of the Regency of Algiers and to identify the main diplomatic mechanisms and instruments used in managing its external relations, as well as the extent to which these relations were influenced by the political, military, and economic interests of each party. The study adopts the historical method to examine events within their chronological context, the analytical method to analyze treaties, correspondence, and documents related to Algerian-French and Algerian-Spanish relations, and the comparative historical method to identify the similarities and differences in Algerian diplomatic strategy towards the two countries. The study concludes that Algerian diplomacy during the eighteenth century was characterized by realism, flexibility, and the ability to adapt to international developments and the balance of power in the Mediterranean region. Algeria did not rely on a single approach in its foreign relations; rather, it combined military power, negotiation, mediation, treaties, and various means of pressure and bargaining. Relations with France were mainly characterized by a treaty-based framework aimed at maintaining stability and regulating exchanges and mutual interests. In contrast, relations with Spain evolved from military confrontation and conflict towards negotiation and the conclusion of treaties, according to changing circumstances and mutual interests. The study also highlights the international position of the Regency of Algiers and its influential role in the western Mediterranean, as well as its ability to employ diplomatic and military instruments to protect its interests and strengthen its position in relations with European powers.
