إشكالية المساواة في مالية الجمـــــاعات المحلية في الجزائر الإيرادات والنفقات

Abstract

تساعد ميزانية الجماعات المحلية بشكل كبير في تطوير التنمية المحلية وذلك حسب إمكانياتها غير أنّ المصادر الذاتية خاصة البلدية تمثّل جزء صغيرا جدّا في تمويل عملية التنمية ، ويتم تغطية الجزء المتبقي من خلال إيرادات خارجية لاسيما منها صندوق الضمان والتضامن بيThe budget of local communities contributes greatly to the development of local development, according to its capabilities, but the self-resources, especially the municipality, represent a small part in the financing of the development process, and to cover the remaining part, external sources of funding must be obtained through the municipality’s development plans, and subsides of the guarantee and solidarity fund among local groups.
