دور الرقابة في مكانة الفساد الإدارية على المستوى مستوى الجماعات المحلية :دراسة حالة بلدية بوسعادة ولاية المسيلة2018-2017

Abstract

يعالج موضوع الدراسة دور الرقابة الإدارية في مكافحة الفساد الإداري، وذلك لتشخيص ظاهرة الفساد الإداري والذي يعتبر من أخطر أنواع الفساد وأكثره انتشارا، وسعيا للحد من هذه الظاهرة تبني المشرع الجزائري استراتيجية إدارية، وذلك بإنشاء هيئات مختصة في مكافحة الفساد الإداري والمتمثلة في الهيئة الوطنية للوقاية من الفساد ومكافحته، والديوان الوطني لقمع الفساد، كما لا ننسى الدور البارز لأجهزة الرقابة الإدارية. كما تقف هذه الدراسة على مستقبل الجماعات المحلية في الجزائر، وذلك من خلال الدراسة الميدانية لبلدية بوسعادة، حيث تعتبر البلدية اللبنة الأساسية للدولة. The study examines the role of administrative oversight in the fight against administrative corruption in order to diagnose the phenomenon of administrative corruption, which is one of the most serious and most corrupt types of corruption. In order to curb this phenomenon, the Algerian legislator has adopted an administrative strategy by establishing competent bodies to combat administrative corruption and of the National Commission for the Prevention and control of corruption and the National Office for the Suppression of corruption, nor do we forget the prominent role of the administrative oversight bodies. The study also stands for the future of local communities in Algeria, through the field study of the municipality of Bousaada, where the municipality is the main building block of the state.
