التجارب الدولية في مجال تطبيق اللامركزية الإدارية وتثمين دور الجماعات المحلية: (التجارب: الفرنسية ،الإسبانية و الجزائرية)

Abstract

تعد اللامركزية أحد الآليات الضرورية التي يجب أن تقوم عليها النظم الديمقراطية الحديثة، كونها أساس قياس الحكم الراشد في الدّول، بحيث أضحى من الصعب على الدّولة لوحدها (النظام المركزي المتشدد)، على استيعاب مجمل متطلبات وتطلعات المواطنين، ومن هنا، تشغل اللامركزية المجال العام بين الدولة والمواطنين، وتكمن أهميتها انطلاقا من أنّها تهدف إلى إشراك المواطنين في عملية التنمية المحلية، كما وتمنح الفرد فرصة المساهمة في اختيار أسلوب وكيفية تسيير الجماعة الإقليمية، مع العلم أنّ درجة الأخذ باللامركزية يختلف من دولة إلى أخرى، وسنتطرق في بحثنا هذا إلى تطور اللامركزية في كل من النماذج الفرنسي والإسباني، نظرا لأنّ الأخير أخذ بالنموذج الأول، النّموذج الجزائري Decentralization is regarded to be one of the essential mechanisms upon which modern democratic systems must be established, as it represents a basis for the measurement of good governance within states. That is because it has become difficult for the state (the rigidly centralized system) by itself, to absorb the sum of demands and aspirations of the citizens. Based upon this, decentralization occupies the public sphere between the state and the citizens. Its importance lies in that it aims to make the citizens participate within the domestic developmental process, just as it grants the individual the opportunity to contribute in choosing the approach and manner of regulating the regional collective. That is whilst acknowledging that the degree of centralization varies from one state to another. We will examine, in this research of ours, the development of decentralization in respect to two models, the French,spanish and Algerian, because the latter adopted the model of the within the Algerian model.
