الحياد الوظيفي ودوره في تقديم الخدمة العمومية في الجزائر

Abstract

This study examines functional neutrality and its role in the provision of public services in Algeria. It aims to assess the extent to which public servants’ neutrality contributes to ensuring public services characterized by equality, objectivity, and transparency. It also examines the main political, legal, and social factors influencing functional neutrality, while highlighting its current state and future prospects. The study concludes that functional neutrality constitutes one of the fundamental guarantees for improving public service delivery and strengthening citizens’ trust in public administration. However, favoritism, discrimination, abuse of office, and political bias may undermine its effectiveness. The study further demonstrates that strengthening functional neutrality requires legislative and institutional reform, alongside the development of e-government and the consolidation of public service ethics, while addressing the various obstacles and challenges that hinder these efforts and require urgent and effective solutions.
