Abstract

تهدف الدراسة الى البحث عن العوامل المنتهجة التي تؤدي إلى إعاقة التسيير العقلاني بالمؤسسة، وذلك بغرض الإجابة عن الإشكالية الرئيسية والأسئلة الفرعية المطروحة، ولتحقيق هذا الهدف تم استخدام المنهج الوصفي بأسلوب تحليلي وباستخدام الاستبيان كأداة لجمع البيانات مع المبحوثين في المؤسسة محل الدراسة وتم تحليلها بواسطة برنامج SPSS v25، تمت الدراسة الميدانية ببلدية حمام الضلعة علـى عينة من موظفيها، حيث بلغ عدد المبحوثين 130 مفردة، وتوصلت الدراسة إلى: - أن العمال يسلكون سلوك التسيب الذي يعتبر سلوك استراتيجي بالنسبة لهم على حسب مصالحهم الخاصة. - أن طبيعةالعلاقات داخل المؤسسة نابعةمن عمقالثقافةالقبليةخصوصاأن اليدالعاملةجاءتمنبيئةوأسرذاتثقافةمحلية، The study aims to search for the factors used that lead to obstructing the rational management of the institution, with the aim of answering the main problem and the sub-questions raised، To achieve this goal, the descriptive approach was used in an analytical manner and using the questionnaire as a tool to collect data with the respondents in the institution under study, and it was analyzed using the SPSS v25 program.
