واقع الاتصال الرقمي الداخلي في المؤسسات المستجدة ـ دراسة حالة مقر ولاية بوسعادة ـ

Abstract

هدفت هذه الدراسة إلى الكشف عن واقع الاتصال الرقمي الداخلي في المؤسسات المستجدة ولاية بوسعادة كانموذج ، باعتباره أحد أهم الآليات الحديثة التي تعتمد عليها المؤسسات العمومية في تحسين الأداء الإداري وتعزيز فعالية العمل التنظيمي في ظل التحول الرقمي المتسارع. وانطلقت الدراسة من الإشكالية الرئيسة التالية: ما واقع الاتصال الرقمي الداخلي في المؤسسات المستجدة بولاية بوسعادة؟، والتي تفرعت عنها مجموعة من التساؤلات المتعلقة بمستوى اعتماد هذه المؤسسات على الاتصال الرقمي، والوسائل الرقمية المستخدمة، ودوره في تحسين التنسيق والأداء الإداري، واتجاهات الموظفين نحو استخدامه. اعتمدت الدراسة على منهج دراسة الحالة باعتباره الأنسب لدراسة واقع الاتصال الرقمي الداخلي داخل ولاية بوسعادة المستجدة ، كما تم استخدام الاستبيان أداةً رئيسة لجمع البيانات من أفراد العينة، التي تكونت من 70موظفاً وعاملاً ، كما استندت الدراسة نظرياً إلى نظرية مدخل التحول الرقمي الإداري. أما الإطار التطبيقي للدراسة فقد تناول واقع الاتصال الرقمي الداخلي داخل ولاية بوسعادة المستجدة، من خلال تحليل البيانات الميدانية المتعلقة باستخدام الوسائل الرقمية الحديثة في تبادل المعلومات والتنسيق الإداري بين مختلف المصالح والهياكل التنظيمية، والوقوف على مدى مساهمة هذه الوسائل في تحسين الأداء الإداري وجودة الخدمات المقدمة. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها أن المؤسسات الحكومية المستجدة ولاية بوسعادة شرعت في تبني آليات الاتصال الرقمي الداخلي ضمن مسار التحول نحو الإدارة الإلكترونية، من خلال الاعتماد على البريد الإلكتروني المهني والمنصات الرقمية. كما أظهرت النتائج أن هذه الوسائل أسهمت في تسريع تداول المعلومات، وتحسين التنسيق بين المصالح الإدارية، وتبسيط الإجراءات الإدارية، والرفع من كفاءة الأداء الإداري ،كما أكدت الدراسة أن الاتصال الرقمي أصبح ضرورة تنظيمية وإدارية لا غنى عنها داخل المؤسسات الحكومية المعاصرة، لما يوفره من فعالية في التواصل المؤسسي ودعم لمسار تحديث الإدارة العمومية ومواكبة متطلبات البيئة الرقمية الحديثة.

Abstract This study aimed to reveal the reality of internal digital communication in the newly established governmental institutions in the Wilaya of Bou Saâda, as it is considered one of the most important modern mechanisms upon which public institutions rely to improve administrative performance and enhance the effectiveness of organizational work in light of the accelerating digital transformation. The study was based on the following main research problem: What is the reality of internal digital communication in the newly established governmental institutions in the Wilaya of Bou Saâda? From this problem, a set of sub-questions emerged concerning the level of reliance of these institutions on digital communication, the digital means used, its role in improving coordination and administrative performance, and the attitudes of employees toward its use. The study adopted the case study method, as it was deemed the most appropriate approach for examining the reality of internal digital communication within the newly established Wilaya of Bou Saâda. The questionnaire was used as the main tool for data collection from the study sample, which consisted of 70 employees and workers. The study was theoretically grounded in the Administrative Digital Transformation Approach. The applied framework of the study addressed the reality of internal digital communication within the newly established Wilaya of Bou Saâda through the analysis of field data related to the use of modern digital tools in information exchange and administrative coordination among various departments and organizational structures. It also examined the extent to which these tools contribute to improving administrative performance and the quality of services provided. The study reached a number of findings, the most important of which is that the newly established governmental institutions in the Wilaya of Bou Saâda have begun adopting mechanisms of internal digital communication within the process of transition toward e-administration through the use of professional e-mail and digital platforms. The results also showed that these tools contributed to accelerating the circulation of information, improving coordination among administrative departments, simplifying administrative procedures, and enhancing the efficiency of administrative performance. Furthermore, the study confirmed that digital communication has become an organizational and administrative necessity within contemporary governmental institutions due to the effectiveness it provides in institutional communication and its support for the modernization of public administration and adaptation to the requirements of the modern digital environment.
