تأثير استخدام تكنولوجيا الإعلام والاتصال على الأداء الوظيفي للموظفين الإداريين -دراسة ميدانية بابتدائية المجاهد الديلمي جدي ببلدية المسيلة

Abstract

تناولت هذه الدراسة أثر استخدام تكنولوجيا الإعلام والاتصال على الأداء الوظيفي للموظفين الإداريين بابتدائية المجاهد الديلمي جدي بولاية المسيلة، وانطلقت من تساؤل رئيسي محوري هو: ما هو أثر استخدام تكنولوجيا الإعلام والاتصال على الأداء الوظيفي للموظفين الإداريين بهذه الابتدائية؟ ولمعالجة هذا التساؤل اعتمدت الدراسة على المنهج الوصفي التحليلي مع توظيف الاستبيان أداةً رئيسيةً لجمع البيانات من عينة قصدية مكوّنة من ستة عشرة (16) موظفاً إدارياً، يمثلون مجتمع البحث كاملاً في المؤسسة التعليمية المدروسة. وبالتالي استدت الدراسة إلى مدخل النظم والعملية الإعلامية في علوم الإعلام والاتصال، كما وظّفت نظرية انتشار المبتكرات بوصفها إطاراً تفسيرياً لتبني التكنولوجيا الجديدة، وتحليل العوامل المؤثرة في قرار الأفراد بقبول الابتكار التكنولوجي أو رفضه. وقد توصلت الدراسة إلى جملة من النتائج أبرزها: أن استخدام تكنولوجيا الإعلام والاتصال يؤثر إيجابياً على الأداء الوظيفي للموظفين الإداريين بدرجة عالية، إذ أسهمت الوسائط الرقمية في تسريع إنجاز المهام وتحسين دقتها وجودتها، وعزّزت فعالية التواصل الإداري مع الجهات الوصية وأولياء التلاميذ والمفتشين. كما تبيّن أن درجة اعتماد الموظفين على الوسائط الرقمية في أداء مهامهم اليومية جاءت بمستوى متوسط، مما يعكس مرحلة انتقالية في مسار التحول الرقمي لم يبلغ بعد مرحلة الاستخدام الكامل والشامل. وفي المقابل كشفت الدراسة عن وجود تحديات جوهرية تحدّ من الاستخدام الأمثل لهذه التكنولوجيا، تمثّلت في بطء شبكة الإنترنت وقلة الدعم التقني ونقص التكوين الرقمي ومحدودية توفر الأجهزة الإلكترونية. وفي ضوء هذه النتائج أوصت الدراسة بضرورة تطوير البنية التحتية الرقمية للمؤسسات التعليمية الابتدائية، وتنظيم دورات تكوينية منتظمة للموظفين الإداريين في مجال استخدام التكنولوجيا الرقمية، وتعزيز الدعم التقني الميداني لضمان الاستخدام الفعّال لتكنولوجيا الإعلام والاتصال في خدمة الأداء الإداري التربوي. الكلمات المفتاحية: تكنولوجيا الإعلام والاتصال، الأداء الوظيفي، الموظفون الإداريون، المؤسسة التعليمية الابتدائية، الإدارة المدرسية، التحول الرقمي.

Abstract This study examined the impact of the use of information and communication technology on the job performance of administrative employees at the Delmi Djedi Mujahid Primary School in the M’sila city, and was based on a central main question: What is the impact of the use of information and communication technology on the job performance of administrative employees in this primary school? To address this question, the study adopted the descriptive analytical approach and employed a questionnaire as the main tool for collecting data from a purposive sample consisting of sixteen (16) administrative employees representing the entire research population within the educational institution under study. Accordingly, the study relied on the systems approach and the communication process approach in media and communication sciences, and also employed the Diffusion of Innovations Theory as an interpretive framework for the adoption of new technology and for analyzing the factors influencing individuals’ decisions to accept or reject technological innovation. The study reached a number of findings, the most prominent of which were that the use of information and communication technology positively affects the job performance of administrative employees to a high degree, as digital media contributed to accelerating task completion and improving their accuracy and quality, while also enhancing the effectiveness of administrative communication with supervisory authorities, pupils’ parents, and inspectors. The study also revealed that the degree of employees’ reliance on digital media in performing their daily tasks was at a moderate level, reflecting a transitional stage in the process of digital transformation that has not yet reached the stage of full and comprehensive use. Conversely, the study revealed the existence of major challenges limiting the optimal use of this technology, represented in slow internet connectivity, insufficient technical support, lack of digital training, and the limited availability of electronic devices. In light of these findings, the study recommended the necessity of developing the digital infrastructure of primary educational institutions, organizing regular training courses for administrative employees in the field of digital technology use, and strengthening field technical support in order to ensure the effective use of information and communication technology in serving educational administrative performance.
