الحوكمة الحضرية ودورها في تحقيق مراكز حضرية مستدامة ـ دراسة حال مدينة برج بوعريريج

Abstract

تتناول هذه المذكرة موضوع الحوكمة الحضرية باعتبارها مقاربة حديثة وضرورية لتحقيق التنمية الحضرية المستدامة، مع إسقاط الدراسة ميدانياً على مدينة برج بوعريريج، تهدف الدراسة إلى إبراز العلاقة التكاملية بين الحوكمة وتسيير المدن، وتقييم مدى فعالية أدوات التهيئة والتعمير المخطط التوجيهي للتهيئة والتعمير PDAU ومخطط شغل الأراضي (POS) في تأطير التوسع العمراني من خلال الاعتماد على المنهجين الوصفي والتحليلي ودراسة الحالة، توصلت النتائج إلى أن مدينة برج بوعريريج تعاني من عدة اختلالات مجالية وبيئية تتمثل في التوسع العمراني غير المنظم، تراجع المساحات الخضراء، وضعف التنسيق المؤسساني الناتج عن مركزية القرار ومحدودية المشاركة المجتمعية. ولمعالجة هذه التحديات اقترحت الدراسة جملة من الآليات لتعزيز الحوكمة المستدامة، أبرزها: رقمنة التسيير الحضري، تشجيع التخطيط التشاركي، تعزيز اللامركزية وتفعيل الرقابة الصارمة لحماية الموارد الطبيعية وتحقيق العدالة المجالية.

Ce mémoire traite de la gouvernance urbaine en tant qu'approche moderne et essentielle pour atteindre le développement urbain durable, avec une étude de cas appliquée à la ville de Bordj Bou Arreridj. L'étude vise à mettre en évidence la relation complémentaire entre la gouvernance et la gestion des villes, et à évaluer l'efficacité des instruments d'aménagement et d'urbanisme (PDAU et POS) dans l'encadrement de l'expansion urbaine. En s'appuyant sur des approches descriptive, analytique et l'étude de cas, la recherche conclut que la ville de Bordj Bou Arreridj souffre de plusieurs déséquilibres spatiaux et environnementaux, notamment une expansion urbaine anarchique, la diminution des espaces verts et une faible coordination institutionnelle due à la centralisation des décisions et à une participation citoyenne limitée. Pour relever ces défis, l'étude propose plusieurs mécanismes pour renforcer la gouvernance durable, en particulier la numérisation de la gestion urbaine, la promotion de la planification participative, le renforcement de la décentralisation, et l'application d'un contrôle strict pour protéger les ressources naturelles et atteindre l'équité spatiale

This thesis explores urban governance as a modem and essential approach to achieving sustainable urban development, focusing on the city of Bordj BouArreridj as a case study. The study aims to highlight the complementary relationship between governance and city management, and to evaluate the effectiveness of urban planning tools (such as the Master Plan for Urban Planning and Development PDAU, and the Land Use Plan POS) in regulating urban expansion. Utilizing descriptive, analytical, and case study methodologies, the research concludes that Bordj BouArreridj suffers from several spatial and environmental imbalances. These include unorganized urban sprawl, a decline in green spaces, and weak institutional coordination driven by centralized decision-making and limited civic participation. To address these challenges, the thesis proposes several mechanisms to enhance sustainable governance, I most importantly: the digitalization of urban management, encouraging participatory planning, reinforcing decentralization, and activating strict oversight to protect natural resources and achieve spatial equity.
