عصرنة الإدارة العمومیة في الجزائر بین مساعي الإصلاح وتحدیات الواقع

Abstract

في ظل التزیاد المتسارع لوتیرة التنمیة والتطور الكبیر فـي مجـل التكنولوجیـا أصـبح مـن الظـروري مـــن المشـــرع الجزائـــري التكیـــف مـــع هــذه التطـــورات ومـــن ثـــم ترقیـــة الإدارة العمومیــة الجزائریــة وعصـرنتها ممـا یـؤدي إلـى القضـاء علـى الأسـالیب التقلیدیـة وتحسـین الخـدمات العمومیـة وتلبیـة یـات المـواطنین وقـد هـدفت الدراسـة إلـى التعریـف بـالادارة العمومیـة الجزائریـة وابـراز أهمیتهـا حاج ٕ وظـرورة السـعي نحـو عصـرنتها والانتقـال بهـا مـن إدارة عمومیـة تقلیدیـة إلـى إدارة عمومیـة حدیثـة خالیــة مــن الأســالیب البروقراطیــة البالیــة وبعیــدة عــن أســباب التخلــف الإداري ومشــكلاته ، وكــذا تحدید أهم السیاسات والاستراتیجیات التـي تبنتهـا الجزائـر لبنـاء اداراتهـا وتخطیهـا لمجمـل العقبـات الواقعیــة الحائلــة دون ذلــك بالاصــافة إلــى تنــاول أهــم متطلبــات إنجــاح مشــروع تحــدیث الإدارة، وتجسید الاستراتیجیة الوطنیة للعصرنة ومشروع الادارة الاكترونیة في الجزائر.

Summary/ In light of the rapid increase in the pace of development and the great development in the field of technology, it has become necessary for the Algerian legislator to adapt to these developments and then upgrade and modernize the Algerian public administration, which leads to eliminating traditional methods, improving public services, and meeting the needs of citizens. The study aimed to introduce the Algerian public administration and highlight Its importance and the necessity of striving to modernize it and move it from a traditional public administration to a modern public administration free of outdated bureaucratic methods and far from the causes of administrative backwardness and its problems, as well as identifying the most important policies and strategies that Algeria has adopted to build its administrations and
