Abstract

وتعتبر ظاهرة انحراف وجنوح الاحداث إحدى المشكلات الاجتماعية التي لازمت المجتمعات طيلة حياتها، وخلال التاريخ البشري، فهي ظاهرة لا وجود لها إلا في مجتمع، ولعل المتتبع لكافة الحضارات يتأكد من تلازم الظاهرة وشيوعها في كافة المجتمعات، وذلك من منطلق الحياة الاجتماعية التي ينزع اليها الفرد، بالإضافة إلى الفروق الفردية فيما بين الافراد، بالإضافة إلى حب الامتلاك والسيطرة فيما بينهم، وتختلف صور الصراع بين الافراد فيما بينهم وبين الجماعات التي ينتمون اليها، وانحراف الحدث يتمثل بوجه عام في مظاهر السلوك السيئ المضاد للسلوك الاجتماعي السوي، والصورة الحادة لهذا الانحراف تبدو في ارتكاب الحدث فعلا يعد جريمة معاقبا عليها، مما يعتبر انحراف جنائيا يصطلح على تسميته بالجنوح. لذلك فقد أنشأ المجتمع مؤسسات رعاية اجتماعية للتعامل مع هذه الظروف كي تتحمل مسؤولياتها في إطار فلسفة المجتمع وايديولوجيته. لتوفير احتياجات ومقومات الحياة لهؤلاء الأطفال، كما عنت مؤسسات الدولة القضائية والأمنية بسن قوانين وإجراءات علاجية وقائية للتعامل مع انحراف وجنوح الطفل أو الحدث كما يسمى في كل القوانين والادبيات العلمية. الكلمات المفتاحية: الحدث، الانحراف، الجنوح، العوامل، الوقاية، العلاج. Summary : The phenomenon of juvenile delinquency and delinquency is considered one of the social problems that have accompanied societies throughout their lives, and throughout human history. It is a phenomenon that only exists in a society, and perhaps an observer of all civilizations will confirm that the phenomenon is concomitant and common in all societies, based on the social life to which the individual tends, in addition to the individual differences among individuals, in addition to the love of possession and control among them, and the forms of conflict between individuals differ among themselves and among the groups to which they belong. Juvenile deviance is generally represented by manifestations of bad behavior that are contrary to normal social behavior, and the severe form of this deviation appears in the juvenile committing an act that is considered a punishable crime, which is considered a criminal deviation that is commonly called delinquency. Therefore, society has established social welfare institutions to deal with these conditions in order to assume their responsibilities within the framework of society’s philosophy and ideology. To provide the needs and necessities of life for these children, the state’s judicial and security institutions were also concerned with enacting laws and preventive remedial measures to deal with the delinquency and delinquency of the child or juvenile, as it is called in all laws and scientific literature.
