رقابة المجلس الشعبي الوطني على أعمال الحكومة

Abstract

تناول البحث - الدراسة - رقابة المجلس الشعبي الوطني على عمل الحكومة خلال العهدة الرابعة 1997.2002، في الجزائر من حيث الاهمية وتنوع النشاطات ومن حيث التعرف على اشكال وكيفيات وآليات هذه الرقابة سواء التي ترتب مسؤولية سياسية للحكومة كمناقشة مخطط عمل الحكومة وعرض بيان السياسة العامة ، او التي لا ترتب مسؤولية سياسية للحكومة كالاستجواب والاسئلة الشفوية والكتابية والتحقيق، ومن ثمة تحليل الممارسات التي تمت والنصوص القانونية التي حكمت ذلك وفقا للتعديل الدستوري لسنة 1996.

The Research - the study - ، dealt with the National People’s Assembly’s oversight of the government’s work during the fourth term 1997-2002 in Algeria in terms of the importance and diversity of activities and in terms of identifying the forms, modalities and mechanisms of this oversight, whether that established a political responsibility for the government, such as discussing the government’s work plan and presenting the public policy statement, or that did not entail responsibility Government policy, such as interrogation, oral and written questions, and investigation, and then an analysis of the practices that took place and the legal texts that governed that in accordance with the constitutional amendment of 1996.
