معوقات سيــر المرفــق العام الإلكترونـي الجريمة الإلكترونية أنموذجا

Abstract

يتجسد المرفق العام الالكتروني في الاستفادة من المميزات الرئيسية للوسائل التكنولوجية الحديثة والتي تتمثل بصورة مباشرة في السرعة والدقة في انجاز المعاملات وتقليل وقت الجهد والتكلفة ، وبصورة غير مباشرة في الفوائد الأخرى الناجمة عنها كمنع التزاحم أمام المصالح الحكومية والقضاء على مشكلة تكدس الأوراق وغيرها من السلبيات التي سيزول أثرها تدريجيا بتطبيق نظام المرفق العام الالكتروني. لكن هذا الهدف قد يصطدم في كثير من الأحيان بعدة معوقات تحد من حسن سير المرفق العام الالكتروني ومن أهم هذه المعوقات نجد الجريمة الالكترونية. فمع الثورة التقنية التي شهدها العالم الحديث و ازدياد عمليات القرصنة ظهرت الجرائم الالكترونية وعموما فالجريمة الإلكترونية هي كل فعل ضار يأتيه الفرد أو الجماعة عبر استعماله الأجهزة الإلكترونية، ويكون لهذا الفعل أثر ضار على غيره من الأفراد والمؤسسات أو المرافق الحيوية في الدولة .

Abstract: The general electronic facility is reflected in the utilization of the main features of the modern technological means which are directly in the speed and accuracy in the completion of transactions and reduce the time of effort and cost, and indirectly in the other benefits resulting from it to prevent competition in front of government departments and eliminate the problem of stacking papers and other negatives that will disappear Have gradually affected the application of the electronic public facility system. However, this goal may often clash with several obstacles that limit the functioning of the public electronic facility. The most important of these obstacles is electronic crime. In general, cybercrime is any harmful act by an individual or group through the use of electronic devices, and this act has a detrimental effect on other individuals, institutions or vital facilities in the State.
