Abstract
تسعى هذه الدراسة إلى معالجة إشكالية القصور في التسيير التقليدي لشبكات الصرف الحضري ومخاطر الفيضانات الناتجة عن الاعتماد على سياسة التدخل البعدي القائمة على "رد الفعل" وتأسيساً على المقاربات الحديثة للعمران الذكي والمدن المرنة ، تقترح المذكرة انتقالاً استراتيجياً نحو الإدارة الاستباقية من خلال تصميم منصة رقمية متكاملة تعتمد على تقنيات إنترنت الأشياء (IoT) ونظم المعلومات الجغرافية (GIS) ،وقد تم الإسقاط الميداني لهذا النموذج على حي 1000 مسكن بمدينة المسيلة، حيث أثبت التشخيص الهيدروليكي وجود اختلالات تخطيطية تحول الشارع الرئيسي إلى بؤرة لتجمع المياه و"عنق زجاجة" هيدروليكي. ولمواجهة هذه التحديات، يرتكز المشروع التنفيذي المقترح على توظيف كاميرات استشعار ذكية مزودة بخوارزميات الرؤية الحاسوبية لرصد تراكم النفايات وارتفاع منسوب المياه لحظياً ، مما يتيح تفعيل أنظمة الإنذار المبكر وتوجيه فرق الصيانة بدقة قبل وقوع الفيضان ، وهو ما يؤكد حتمية التحول الرقمي لضمان استدامة البنية التحتية، عقلنة النفقات العمومية، وتعزيز المرونة الحضرية لمواجهة الأزمات الفجائية.
This study seeks to address the shortcomings of traditional urban drainage network management and the associated flood risks stemming from a reactive intervention policy. Building upon modern approaches to smart urbanism and resilient cities, this thesis proposes a strategic shift towards proactive management through the design of an integrated digital platform based on Internet of Things (IoT) technologies and Geographic Information Systems (GIS). The field application of this model was implemented in the 1000-Housing district in the city of M'Sila, where hydraulic diagnostics revealed planning deficiencies that turn the main street into a water accumulation hotspot and a hydraulic "bottleneck." To confront these challenges, the proposed executive project utilizes smart sensing cameras equipped with computer vision algorithms for the real-time monitoring of waste accumulation and rising water levels. This enables the activation of early warning systems and the precise deployment of maintenance teams before flooding occurs, thereby affirming the necessity of digital transformation to ensure infrastructure sustainability, rationalize public expenditures, and enhance urban resilience in the face of sudden crises.
