Abstract

تتناول هذه الدراسة موضوع "اتجاهات الصحفيين الجزائريين نحو سلطات ضبط الإعلام"، وهي تهدف بشكل رئيسي إلى التعرف على طبيعة المواقف والآراء التي يحملها المهنيون في قطاع الإعلام بالجزائر تجاه المجالس والهيئات التعديلية المنوط بها تنظيم المشهد الإعلامي، وتحديد مدى رضاهم عن أدائها وأدوارها في ظل المنظومة التشريعية الجديدة للصحافة. لتحقيق أهداف الدراسة، تم الاعتماد على المنهج الوصفي التحليلي كونه المنهج الأنسب لرصد الظاهرة وتفسيرها. وقد استُخدمت الاستبانة كأداة رئيسية لجمع البيانات، حيث وُزعت على عينة قوامها54 صحفي وصحفية ينتمون إلى مؤسسات إعلامية متنوعة (عمومية وخاصة / مكتوبة، إلكترونية، وسمعية بصرية) أظهرت نتائج الدراسة أن الصحفيين الجزائريين ينظرون إلى هيئات الضبط الإعلامي باعتبارها محدودة النجاعة، نتيجة ضعف استقلاليتها وتداخل صلاحياتها مع السلطة التنفيذية، وهو ما يؤثر على فعاليتها وحياديتها في تنظيم القطاع الإعلامي. كما بيّنت الدراسة أن غالبية الصحفيين تعتبر قرارات سلطات الضبط ذات طابع رقابي وزجري يسهم في تكريس الرقابة الذاتية وتقليص هامش الحرية الإعلامية، في حين ترى فئة أقل أنها تساهم في حماية أخلاقيات المهنة وتنظيم المشهد الإعلامي في إطار الحرية المسؤولة. وأرجع الصحفيون أسباب تجميد المجلس الأعلى للإعلام إلى التحولات السياسية والأمنية التي شهدتها الجزائر خلال بداية التسعينيات، إضافة إلى الخلافات المتعلقة بمنح الاعتمادات والتراخيص للصحف المستقلة. كما كشفت النتائج أن أداء سلطة ضبط السمعي البصري ظل بين المتوسط والدون المتوسط بسبب اعتمادها على تدخلات ظرفية ومحدودية فعاليتها القانونية، في حين اعتبر الصحفيون سلطة ضبط الصحافة المكتوبة والإلكترونية ضرورة مهنية لتنظيم الإعلام الرقمي وسوق الإشهار، غير أن تأخر تنصيبها يعود إلى عدم الاستقرار التشريعي وأزمة التمثيل المهني داخل القطاع الإعلامي. الكلمات المفتاحية: اتجاهات الصحفيين، سلطات ضبط الإعلام، المشهد الإعلامي الجزائري، الهيئات التعديلية، حرية الإعلام، أخلاقيات المهنة، الرقابة الذاتية، تنظيم قطاع الإعلام)   Abstract: This study addresses the topic of "The Attitudes of Algerian Journalists Toward Media Regulatory Authorities." It primarily aims to identify the nature of the positions and opinions held by media professionals in Algeria regarding the regulatory councils and bodies tasked with organizing the media landscape. Additionally, it seeks to determine their level of satisfaction with the performance and roles of these authorities in light of the new legislative framework for the press. approach was adopted, as it is the most appropriate method for monitoring and interpreting the phenomenon. A questionnaire was utilized as the primary tool for data collection, distributed to a sample consisting of 54 male and female journalists representing diverse media institutions (public and private / print, electronic, and audiovisual). The findings of the study revealed that Algerian journalists perceive media regulatory bodies as having limited efficacy, due to their weak independence and the overlap of their competencies with the executive branch—a factor that undermines their effectiveness and neutrality in regulating the media sector. Furthermore, the study indicated that the majority of journalists view the decisions of regulatory authorities as having a restrictive and punitive nature that contributes to reinforcing self-censorship and diminishing the margin of media freedom. Conversely, a smaller group believes that these bodies contribute to safeguarding professional ethics and organizing the media landscape within the framework of 'responsible freedom'. The journalists attributed the suspension of the Supreme Council for Information (Conseil Supérieur de l'Information) to the political and security transformations experienced by Algeria during the early 1990s, in addition to disputes regarding the granting of accreditations and licenses to independent newspapers. Additionally, the results disclosed that the performance of the Audiovisual Regulatory Authority (ARAV) remained between average and below average, owing to its reliance on circumstantial interventions and its limited legal efficacy. Meanwhile, journalists considered the regulatory authority for print and electronic press to be a professional necessity for regulating digital media and the advertising market; however, they noted that the delay in its establishment is due to legislative instability and the crisis of professional representation within the media sector . keyword: Journalists' attitudes, media regulatory authorities, the Algerian media landscape, regulatory bodies, media freedom, professional ethics, self-censorship, media sector regulation)
